For many years, Germany has been regarded in international comparisons as an example of a generous early retirement culture, resulting in a low labor market participation of older employees. Recently, however, employment rates of older employees have increased remarkably. Reasons are the demographic structure of older persons in Germany, a long-term trend of increasing female labor market participation, and reforms in labor-market policies and pension policies during the last 10 years. Despite an increasing labor market participation of older employees, traditional labor market risks for older persons partly remained, but some new risks evolved as well. Therefore, social differentiation among older employees increased.Although detailed macro descriptions exist, the causes of labor market developments cannot be fully understood with cross-sectional data alone. An important stimulus is to be expected from individual longitudinal data which reflect employment histories and labor market transitions such as employment exit and retirement.
Angesichts des demographischen Wandels gewinnen die Verlängerung der Erwerbstätigkeit und damit auch die Bedingungen für Neueinstellungen im letzten Drittel des Erwerbslebens an Bedeutung. Dieser Beitrag untersucht auf mikroökonomischer Grundlage (IAB-Betriebspanel) betriebliche Merkmale, die die Neueinstellung älterer Arbeitnehmer/-innen (50 Jahre und älter) beeinflussen. Besonders berücksichtigt wird das Arbeitsangebot in Form des Vorliegens einer Bewerbung von Älteren, auf deren Grundlage eine Einstellung älterer Bewerber/-innen erst möglich wird. Die Ergebnisse zeigen, dass in ca. drei Viertel der Betriebe keine Bewerbung Älterer vorlag. Im übrigen Viertel entschied sich fast die Hälfte der Betriebe für einen Bewerber oder eine Bewerberin, der oder die mindestens 50 Jahre alt war. Jedoch unterscheiden sich Betriebe, die Bewerbungen Älterer auf sich ziehen können, teilweise erheblich von Betrieben, in denen Ältere hohe Einstellungschancen besitzen. Mögliche Ursachen könnten sowohl ein bewerberseitiges Suchverhalten sein, das sich nicht an Einstellungschancen orientiert, als auch in fehlenden klaren Signalen von Betrieben auf Arbeitsmärkten gegenüber älteren Bewerbern liegen. Schlussfolgerungen für die Arbeitsmarktpolitik und betriebliche Personalwirtschaft werden diskutiert. Organisational Determinants for Recruiting Older Jobseekers and their Applications Demographic change will lead to a longer working life and older employees taking up of new employment. Using IAB microeconomic data, this article investigates firms' characteristics and their recruitment behaviour towards workers aged 50 years and more. Special consideration is given to labour supply issues and in particular applications from older job seekers. Our results show that about 75% of firms do not receive applications from such job seekers. Of the firms that do, about one half recruit older workers. There are remarkable differences between firms attracting applications from older job seekers and firms that are willing to recruit them. We address the factors behind these disparities and possible consequences for labour market policies and human resource strategies.
