O presente trabalho tem por objeto apresentar um consórcio intermunicipal interfederativo localizado no Estado de Santa Catarina que se destaque dos demais. O Consórcio Intermunicipal Catarinense (CIMCATARINA) se distingue daqueles cuja formação está, de alguma maneira, vinculada a uma Associação de Municípios, o que lhes confere-se determinadas propriedades. A partir de pesquisa de campo, revisão da literatura e da compreensão do panorama no âmbito da temática consórcio público intermunicipal, o CIMCATARINA tem características e propriedades que surpreendem ao ponto do objeto de pesquisa deste estudo buscar identificar e compreender o significado das suas particularidades ao representar uma modalidade alternativa que funde-se ao desenvolvimento regional no que se refere a atuar sobre as fragilidades de uma região mais ampla que a que normalmente caracterizava a maioria dos consórcios existentes no Brasil, justificando-se a afirmação de que os problemas locais transcendem os limites territoriais de um município assumindo uma direção regional, configurando desafios para ações em escala intergovernamental. Após acompanhar a trajetória de sua formação e evolução, levanta-se, no final a hipótese de que é menos um consórcio intermunicipal de desenvolvimento regional, e mais uma nova forma de um “movimento municipalista” estadual catarinense, cujo processo de cooperação é um mecanismo de gestão cooperativa do desenvolvimento regional.
