ABSTRACTIn this paper we reflect on the autonomy granted to schools and the effective endorsement they receive through educational and management programmes they propose. The autonomy of schools is believed to be based on these programmes. We focus on understanding the legislative context, although we are aware that this approach should not be detached from other variables. We compare the situation about school autonomy in three European countries: France, Italy and Spain; even though there are some similarities in certain respects we can also find some noticeable differences.
Assuming the positive impact of Information and Communication Technologies on learning of students with Intellectual and Developmental Difficulties and considering the articulation of the public system and the particular and cooperative system of schooling of these students in Portugal we will seek to guide a research in a comparative perspective according to an empirical approach, framed in the Comparative paradigm.
