O artigo examina o papel dos grupos de interesse dos empresários e dos trabalhadores na formação da posição oficial brasileira para a III Conferência Ministerial da OMC, em Seattle, em 1999. Argumenta-se que esse desempenho deve ser explicado considerando-se a influência de dois fatores: a internacionalização da economia a partir da década de 90 - que tornou a sociedade mais permeável ao ambiente externo - e as estruturas domésticas - que filtraram as preferências das organizações representativas do setor privado. Por um lado, a liberalização econômica e o desenvolvimento de um sistema de regulação internacional do comércio mais interventor desencadearam a mobilização dos grupos de interesse; por outro, a formulação do posicionamento do país esteve concentrada no Executivo, onde vínculos entre o setor empresarial e a burocracia governamental constituíram-se, contribuindo para a convergência de suas preferências. As centrais sindicais, por sua vez, agiram via alianças transnacionais, e suas preferências - divergentes das do empresariado e do governo - não estiveram presentes na posição negociadora do país. Estes resultados indicam que as estruturas domésticas para as negociações multilaterais de comércio na OMC não foram inclusivas. O artigo conclui ressaltando que a participação maior do Congresso nesse processo, por meio de mecanismos ex-ante, poderá contribuir para aumentar a representatividade da posição brasileira bem como a sua credibilidade externa.
E m janeiro de 2004, alguns meses após a falência da V Conferência Ministerial da Organização Mundial do Comércio (OMC), emCancún, Robert Zoellick enviou carta aos membros da OMC na qual propôs o reinício das negociações em novas bases. O tom da carta foi bem diferente daquele presente nas declarações do representante para Comércio Exterior dos Estados Unidos da América (EUA), em setembro de 2003, quando culpou o Brasil, a Índia e o G-20 pelo colapso das negociações em Cancún, dividiu os países em won't do e can-do e ameaçou realizar acordos comerciais com os últimos.Nessa carta, Robert Zoellick defendeu uma rodada menos ambiciosa, em que temas como comércio e investimento e comércio e concorrência seriam abandonados, e reconheceu a importância de negociar regras para o setor agrícola. Ademais, para o Brasil fazer frente a um contexto internacional restritivo às demandas de maior liberalização do comércio agrícola, fez-se necessário agir no âmbito externo por meio de coalizões. O G-20 constituiu-se, dessa forma, em espaço relevante para a atuação internacional do Brasil e colaborou para aumentar o poder de barganha desse ator diante das pressões dos EUA e da UE.A coalizão alia países exportadores agrícolas de graus diferentes, mas que no total se beneficiam da regulação do comércio em agricultura. Vários desses países possuem também interesses defensivos, já que são importadores líquidos de alimentos e têm um significativo setor de agricultura de subsistência, tais como Índia, China, Indonésia e Filipinas. Assim, a coalizão incluiu em suas propostas, desde sua origem em 2003, instrumentos de proteção do mercado interno, que provocaram resistências das organizações representativas do agronegócio brasileiras.À medida que o processo negociador evoluiu e se tornou necessário acordar sobre os critérios de aplicação daqueles mecanismos, as divergências entre as preferências ofensivas e defensivas da coalizão -que expressavam as demandas dos ambientes domésticos de seus membros -se avolumaram e chegaram ao grau mais intenso durante as negociações de julho de 2008.Dessa maneira, a posição do Brasil no impasse de julho de 2008 é explicada, neste artigo, pelas pressões domésticas dos grupos de interesse do agronegócio e pelas divergências que se instalaram no âmbito do G-20.
