Social impact, defined as an effect on society, culture, quality of life, community services, or public policy beyond academia, is widely considered as a relevant requirement for scientific research, especially in the field of health care. Traditionally, in health research, the process of knowledge transfer is rather linear and one-sided and has not recognized and integrated the expertise of practitioners and those who use services. This can lead to discrimination or disqualification of knowledge and epistemic injustice. Epidemic injustice is a situation wherein certain kinds of knowers and knowledge are not taken seriously into account to define a situation. The purpose of our article is to explore how health researchers can achieve social impact for a wide audience, involving them in a non-linear process of joint learning on urgent problems recognized by the various stakeholders in public health. In participatory health research impact is not preordained by one group of stakeholders, but the result of a process of reflection and dialog with multiple stakeholders on what counts as valuable outcomes. This knowledge mobilization and winding pathway embarked upon during such research have the potential for impact along the way as opposed to the expectation that impact will occur merely at the end of a research project. We will discuss and illustrate the merits of taking a negotiated, discursive and flexible pathway in the area of community-based health promotion.
ResumoTrata-se de abordagem histórica e conceitual do processo de empoderamento, tomando-o como elemento relevante à compreensão das possibilidades e dos limites na promoção da participação social e política. O empoderamento é um termo multifacetado que se apresenta como um processo dinâmico, envolvendo aspectos cognitivos, afetivos e condutuais. Nesse debate, o processo de empoderamento é apresentado a partir de dimensões da vida social em três níveis: psicológica ou individual; grupal ou organizacional; e estrutural ou política. O empoderamento pessoal possibilita a emancipação dos indivíduos, com aumento da autonomia e da liberdade. O nível grupal desencadeia respeito recíproco e apoio mútuo entre os membros do grupo, promovendo o sentimento de pertencimento, práticas solidárias e de reciprocidade. O empoderamento estrutural favorece e viabiliza o engajamento, a corresponsabilização e a participação social na perspectiva da cidadania. Compreende-se, no entanto, que a separação em níveis constitui-se em recurso didático e avaliativo, cujos componentes acontecem de modo interdependente, o que dificulta a separação entre processos e resultados. Os espaços de participação política constituem estruturas mediadoras de processos de empoderamento, facilitando a superação de conflitos e a re-significação das relações sociais, possibilitando a revisão de papéis e de sentidos na produção da vida cotidiana. This qualitative research case study aims to describe how the subjects participants in the intersectoral Education, it is still usual to have a gap separating the "teaching world" and the " labor world" 1 .This dichotomy is usually due to the fact that both managers and practitioners define their priorities not considering the availability of the Higher Education Institutions (HEI) that give the courses in health topics, without listening to the students or the social participation and control stakeholders, and not infrequently the universities program their activities with demands alienated from the true needs of services.To have an effective change in the training of health professionals implies transforming the anti-democratic and divisive practices that are still hegemonic in the formal process of teaching and healthcare, using conceptions that aim to incorporate comprehensiveness principles in their diverse directions: personal/professional, services organization and the development of policies and programs in this direction, trying to ensure the building of comprehensive care pathways based on users' needs 2,3 .In the last decade the Ministries placed their bets towards inter-ministerial structural actions for health and education, as mechanisms to promote the shifts in direction of the health training. Among these actions the National Program for Re-orientation of Professional Training in Health (Pro-Saude), launched in 2005, aims to foster the process of training, knowledge creation and health service delivery, to mobilize a shift in the stance of the stakeholders that compose the so-called 'Quadrilateral for Training in Health' 4 , in order to assume a comprehensive approach to care in the illness-wellness process 5 . Within these prerogatives, the Pro-Saude is based upon the proposal of reciprocal engagement of HEI -"teaching world", and service institution -"labor world" -oriented towards the development of articulated activities, coherent with local realities, and observing the guidelines of the Brazilian National Health System as well as the National Curricular Guidelines (NCG) for health 5,6 .The theoretical foundations for these strategies are linked to the educational process that aims to social transformation, and is supported by the relationship between contents and reality, meaning that the integration teaching-healthcare is only feasible through the analysis of the true conditions of the subjects, their historical and social context [7][8][9] . In this perspective the pedagogic space is not limited to the classroom, but integrates the experience of the world of labor, in its different practice settings, loaded with learning events but needing to be reconstructed in a pedagogic fashion according to the creative and critical interplay of the subjects involved in the process 10 . we observed the need to incorporate the Brazilian Unified Health System (SUS) principles and directives in nursing education in the country so that the training is consistent with the needs of professional practice. The study points out to the challenges that emerge with this incorporation.
O Sistema Único de Saúde exige novas habilidades na gestão em saúde coletiva, incluindo efetivar a participação social e a resolutividade da assistência. Esse artigo relata uma experiência de planejamento estratégico situacional, vivenciada no curso de enfermagem da Unochapecó, no segundo semestre de 2008. Como atividade do Pró-Saúde, buscou-se analisar a aplicação desse planejamento como ferramenta de gestão na saúde coletiva. A partir dos problemas priorizados foram estabelecidas as seguintes metas: formação e atuação coerentes com a estratégia saúde da família, ressaltando o diagnóstico situacional e a programação de ações intersetoriais em parceria com a comunidade. Apesar da resistência de alguns trabalhadores à mudanças, destacam-se como aspectos favoráveis: reuniões semanais das equipes, existência de conselhos locais de saúde e iniciativas de ações educativas na comunidade. Esse exercício fortaleceu nos estudantes competências de comunicação, liderança e tomada de decisões, aproximando atores do ensino e do serviço.
Este ensaio apresenta uma reflexão sobre a efetividade da participação social dos conselhos municipais na gestão das políticas públicas¹, com o objetivo de demarcar a intersetorialidade nesse campo porque o reordenamento das relações socioinstitucionais pós 1988 imprime inúmeros desafios a serem enfrentados no cotidiano dos conselhos gestores municipais para processar ações nessa lógica. Na primeira seção discutem-se algumas compreensões e processos da ação intersetorial na realidade pesquisada. A seguir é feita uma apreciação sobre a ação intersetorial e redes como bases locais de proteção e desenvolvimento. Conclui-se que a intersetorialidade, como espaço de compartilhamento de saber e de poder, de construção de novas linguagens, de novas práticas e de novos conceitos, atualmente não se encontra estabelecida ou suficientemente experimentada em meio aos conselhos municipais gestores de políticas públicas. A intersetorialidade ainda se estabelece como um processo desafiante a ser exercido, pois implica, necessariamente, em efetivar articulações entre os conselhos instituídos e desses para com a sociedade em suas diversas escalas.
This is a case study using a qualitative approach, whose objective was to understand how the proposal. The results distinguish the importance of recognizing the roles of each segment. In spite of conflicts, the intersectoral meeting places are important initiatives of teaching-service integration, especially as a possibility to transform them and contribute to reorient practices and the Health education.
