Dada la coyuntura actual de negociaciones de paz, el artículo propone analizar lasacciones de los grupos armados posdesmovilización en contra del ejercicio de laoposición política. En la primera parte se retoman algunos planteamientos teóricosde Dahl, sobre las condiciones que permiten la organización abierta y legal de laoposición. En la segunda se desarrolla una caracterización de estos grupos, seanalizan las acciones contra los sectores que consideran una amenaza para elstatu quo y las acciones del Estado para enfrentarlos. Por último, en lasconclusiones se plantea que a pesar de la violencia en contra de aquellos percibidoscomo una amenaza (víctimas, reclamantes de tierras, guerrillerosdesmovilizados), sí será posible el ejercicio de la oposición política en Colombia. Elanálisis se basa principalmente en una revisión de prensa sobre el accionar de losgrupos armados posdesmovilización.
RESUMENEl artículo discute la coherencia entre las políticas públicas formuladas y las acciones efectivamente desarrolladas por los gobiernos de Uribe y Santos, con el fin de combatir a los grupos armados que surgen después de la desmovilización paramilitar. Para cumplir este objetivo, en primer lugar, se revisan las políticas de seguridad de los respectivos gobiernos, así como las diferentes concepciones sobre la naturaleza de los grupos posdesmovilización. En segundo lugar, se analizan las acciones adelantadas por cada gobierno, a partir de una revisión de prensa donde se registran las noticias que contienen información sobre el accionar del Estado en contra de las mencionadas estructuras.Palabras clave: grupos armados posdesmovilización, bandas criminales, políticas públicas de seguridad.
POLICIES FOR COMBAT TING ARMED GROUPS POST-DEMOBILIZATION IN THE GOVERNMENTS OF ÁLVARO URIBE VÉLEZ AND JUAN MANUEL SANTOS
ABSTRACTThe article discusses the coherence between public policies formulated and actions effectively developed to combat armed groups which emerged after demobilization of paramilitary groups by the Uribe and Santos governments. In order to accomplish the foregoing, first, security policies of the respective governments as well as the different conceptions concerning the nature of post-demobilization groups are reviewed and then, actions taken by each of the governments are analyzed on the basis of media reports memorializing information concerning related State action.
El artículo pretende aportar en el debate sobre por qué algunos grupos guerrilleros latinoamericanos han sido exitosos en su proceso de adaptación partidista y otros en cambio no han logrado configurarse como una alternativa de poder real en sus respectivos sistemas políticos. Para tal fin se explora la relación entre la cultura política y el desempeño electoral del M-19, el FMLN, el FSLN, la URNG y el MLN-Tupamaros.
Las secuelas de la ola de violencia producida por las patrullas de Autodefensas Civil en Guatemala y por las Rondas Campesinas en Perú, entre los ochenta y noventa todavía no se han superado. Actualmente los grupos paramilitares de estos países se encuentran oficialmente desactivados. No obstante, la evidencia indica que no han desaparecido, sino que su forma de operar, su organización y sus objetivos han cambiado considerablemente. Por tal razón, aún constituyen una seria amenaza para el Estado y para la democracia.
