Este artículo se propone explorar el desarrollo institucional acerca del dominio del ciberespacio en Colombia y su incidencia sobre las relaciones cívico-militares en el país. Para ello, recurre a un análisis de fuentes primarias y secundarias, con el propósito de definir el ciberespacio y las ciberamenazas que surgen en él, así como describir las relaciones cívico-militares en Colombia y explicar el marco institucional referente a la seguridad y defensa del ciberespacio en el país. En este caso, y en contraste con la tradición del país, se evidencia que la iniciativa surgió del sector civil, lo que promovió una mayor participación de este sector en el campo de la seguridad y defensa. Así, la agenda de ciberseguridad y ciberdefensa puede ser la punta de lanza para replantear las relaciones cívico-militares.
El artículo pretende aportar en el debate sobre por qué algunos grupos guerrilleros latinoamericanos han sido exitosos en su proceso de adaptación partidista y otros en cambio no han logrado configurarse como una alternativa de poder real en sus respectivos sistemas políticos. Para tal fin se explora la relación entre la cultura política y el desempeño electoral del M-19, el FMLN, el FSLN, la URNG y el MLN-Tupamaros.
Este artículo busca identificar y categorizar las recomendaciones de las comisiones de la verdad que buscan incidir con reformas para crear nuevas estructuras de gobernanza del sector seguridad, así como la incidencia de estas recomendaciones y los obstáculos para lograr su cumplimiento. Se empleó una metodología exploratoria, descriptiva y cualitativa aplicando el método comparado, de cara a brindar recomendaciones para la Comisión de la Verdad en Colombia, con estudios de caso sobre tres comisiones de la verdad latinoamericanas en Perú, Chile y El Salvador. Se encontró que es importante procurar la participación activa de los sectores de seguridad en el proceso; concebir el sector seguridad ampliamente, incluyendo las organizaciones encargadas de su administración y supervisión, además de organizaciones privadas o no estatutarias, e involucrar actores internacionales, entre ellos expertos y fuerzas de seguridad.
