RESUMENEl artículo discute la coherencia entre las políticas públicas formuladas y las acciones efectivamente desarrolladas por los gobiernos de Uribe y Santos, con el fin de combatir a los grupos armados que surgen después de la desmovilización paramilitar. Para cumplir este objetivo, en primer lugar, se revisan las políticas de seguridad de los respectivos gobiernos, así como las diferentes concepciones sobre la naturaleza de los grupos posdesmovilización. En segundo lugar, se analizan las acciones adelantadas por cada gobierno, a partir de una revisión de prensa donde se registran las noticias que contienen información sobre el accionar del Estado en contra de las mencionadas estructuras.Palabras clave: grupos armados posdesmovilización, bandas criminales, políticas públicas de seguridad.
POLICIES FOR COMBAT TING ARMED GROUPS POST-DEMOBILIZATION IN THE GOVERNMENTS OF ÁLVARO URIBE VÉLEZ AND JUAN MANUEL SANTOS
ABSTRACTThe article discusses the coherence between public policies formulated and actions effectively developed to combat armed groups which emerged after demobilization of paramilitary groups by the Uribe and Santos governments. In order to accomplish the foregoing, first, security policies of the respective governments as well as the different conceptions concerning the nature of post-demobilization groups are reviewed and then, actions taken by each of the governments are analyzed on the basis of media reports memorializing information concerning related State action.
En Colombia, en las últimas décadas, se ha vivido una constante dinámica de agresión contra aquellas mujeres que ejercen liderazgo dentro de sus comunidades. Aunque las cifras de mujeres agredidas no son proporcionales a las agresiones contra líderes hombres, la violencia contra las lideresas reproduce estereotipos y violencias de género, además de generar rupturas de procesos comunitarios. Dichas agresiones van desde homicidios y desplazamientos forzados hasta casos de violencia sexual; delitos que componen un ciclo de revictimización y, que no han logrado ser mitigados por completo, a pesar de los planes y estrategias que se han implementado desde los gobiernos.
El objetivo de este artículo es analizar las características de las agresiones a mujeres líderes en Colombia, profundizando en sus liderazgos, las particularidades criminológicas detrás de las agresiones y las perspectivas de las mujeres frente a la respuesta institucional a este fenómeno. Se privilegió una metodología cualitativa, con herramientas para la recolección de información (como las entrevistas semiestructuradas y la revisión de fuentes secundarias). Los principales hallazgos indican que las mujeres líderes viven escenarios de agresión diferentes a los de los hombres, ya que tienen una carga importante de estereotipos y violencias de género, y que, además, la respuesta institucional aún puede mejorar en materia de género a la hora de minimizar las agresiones.
El artículo pretende aportar en el debate sobre por qué algunos grupos guerrilleros latinoamericanos han sido exitosos en su proceso de adaptación partidista y otros en cambio no han logrado configurarse como una alternativa de poder real en sus respectivos sistemas políticos. Para tal fin se explora la relación entre la cultura política y el desempeño electoral del M-19, el FMLN, el FSLN, la URNG y el MLN-Tupamaros.
