Growth and industrialization in Brazil. In this paper, based on the writings of Kaldor and his followers, we compare two phases of Brazilian economic growth, one showing fast growth rate and other with lack of growth. Our aim is to analyze the Brazilian economic behavior in the last 40 years, pointing out economic policy intervention, structural change, foreign trade and capital flows as determinants to account for gross product development path performance. Our aim is to shed some light on which is the potential rate of growth of the Brazilian economy nowadays, considering its historical growth path and recent structural changes in the industrial sector.Keywords: economic growth; exports, industrialization; international liquidity. INTRODUÇÃONos últimos 40 anos a economia brasileira passou por significativas transformações na sua estrutura produtiva. A indústria se consolidou como o setor mais dinâmico, e a pauta de exportação se diversificou. No entanto, nos anos recentes, a trajetória de crescimento do Brasil está relativamente inferior a dos demais países da América Latina com estrutura produtiva semelhante e também inferior à taxa de crescimento mundial, sinalizando uma perda de dinamismo ante as economias concorrentes.
This paper investigates the dynamic relationships among income distribution, debt ratio and capital accumulation in the Brazilian economy in the 1990s and 2000s. One explanation for the relatively slow growth of the Brazilian economy is the relatively low rate of investment. The paper presents an econometric model, based on Nishi, to investigate the causes of instability in investment in the period. It concludes that the Brazilian economy since the economic opening presents a debt-burdened pattern of capital accumulation.
This paper discusses the relationship between financial integration and structural change based on a Minsky-Kregel approach. The motivation for this investigation derives from the fact that the opening of the Brazilian economy in the 1990s did not generate a structural change capable of increasing the weight of higher-technological sectors in the manufacturing industry. In theoretical terms we assume that financial liberalization in developing countries induces the loss in importance of the industrial sector in the productive structure, leading to an early deindustrialization process. In addition, it increases the external fragility and reduces the scope for developing countries to implement long-term economic policies to increase their potential output. In our econometric exercise applied to the Brazilian economy in the 2000s it was observed that financial integration and dependence on foreign savings, captured by an international liquidity proxy and dummy variables to incorporate the external financial instability in the period studied, reduced the share of Brazilian industry in GDP.

ResumoOs períodos de crescimento acelerado da economia brasileira do pós-guerra até a década de 1970 foram constrangidos pela restrição externa. Propomos neste artigo um modelo baseado em Kaldor, em que estabelecemos uma relação entre acumulação de capital, hiato tecnológico e restrição externa ao crescimento de longo prazo para economias periféricas. A hipótese básica do modelo é que a acumulação de capital, sob certas condições, pode contornar a restrição externa ao crescimento dessas economias desde que o esforço de acumulação seja capaz de produzir uma mudança estrutural no sentido de aumentar a participação relativa dos setores mais dinâmicos do ponto de vista tecnológico. Essa mudança estrutural irá resultar em um aumento gradual da elasticidade-renda das exportações e numa redução da elasticidade-renda das importações, aumentando assim a taxa de crescimento do produto real que é compatível com o equilíbrio de longo prazo do balanço de pagamentos. Ilustramos ao final do artigo que a economia brasileira do pós-guerra até os anos 1970 apresentou uma elevada taxa de acumulação de capital, aprofundando o processo de substituição de importações, o que na nossa interpretação contribuiu para parcialmente permitir relaxar a restrição externa ao crescimento de longo prazo.
Resumo O objetivo deste artigo é apresentar um estudo empírico sobre o comportamento do crédito bancário para pessoa jurídica em termos regionais no período 2000-2011 utilizando-se um modelo de dados em painel. Com as estatísticas do banco de dados Estatísticas Bancárias por Municípios - Estban e doSistema Gerenciador de Séries Temporais do Banco Central do Brasil, foi possível construir as variáveis do modelo desenvolvido para explicar os determinantes do crédito às pessoas jurídicas por regiões. Apoiado na literatura pós-keynesiana, os resultados do modelo econométrico estimado comparando regiões apontam para a existência de um paradoxo financeiro da eficiência social, ou seja, observa-se este paradoxo quando instituições financeiras registram maior preferência pela liquidez indicando que o processo de geração de contratações de meios de produção e alocação de renda, que deveria ser iniciado pela disponibilidade de crédito, não é ratificado. Tal fato acaba por criar prerrogativas para inserção de políticas públicas para ocupar o hiato financeiro e promover a expansão econômica regional.
This paper makes the argument that policy space in Brazil has been narrowing since the trade and capital opening made in the 1990s. This is so because the opening of the Brazilian economy has implied that real and nominal interest rates have been kept high and the real exchange rate has shown a trend towards appreciation. The behavior of the main macroeconomic prices of the Brazilian economy brought, as a minimum, two negative results to economic growth. On one hand, the annual average growth rate was reduced because structural change had been moving towards less technologically productive sectors, which deepened deindustrialization. On the other hand, short-term economic growth had become more volatile, given that the evolution of the investment position of the country increased its potential degree of external fragility.
