De-Industrialization: concept, causes, effects and the Brazilian case. This article aims to do a theoretical discussion about the term "de-industrialization" and its relationship with other concepts as "primarization" of exports and "Dutch disease". After that we will analyze the possible causes and effects of "de-industrialization". Finally, we analyze the Brazilian case, with a special attention over the economic literature about this issue.Keywords: structural change; industry; real exchange rate. INTRODUçãONos últimos anos tem-se observado uma preocupação crescente entre os economistas e o público em geral a respeito de um possível processo de desindustrialização da economia brasileira. Nesse contexto, podemos observar duas posições claramente definidas. Resumo Este artigo tem por objetivo discutir as causas da grande recessão da economia brasileira (2014-2016), bem como apresentar uma agenda de política econômica com vistas à superação dessa crise e retomada do crescimento em bases sustentadas. Argumenta-se que a grande recessão foi causada pela queda acentuada dos gastos de investimento ao longo do ano 2014, cuja origem se encontra na redução das margens de lucro das empresas não financeiras decorrente da elevação do custo unitário do trabalho e da sobrevalorização da taxa de câmbio. Os efeitos recessivos do colapso do investimento foram amplificados pelo realinhamento brusco dos preços relativos ocorrido no primeiro semestre de 2015, e pela contração fiscal executada pelo Ministério da Fazenda no primeiro ano do segundo mandato da presidente Dilma Rousseff. A realização de uma contração fiscal no meio de uma recessão foi, contudo, decorrência da "perda de espaço fiscal" causada pela tendência de redução do resultado primário estrutural observada desde 2007. A superação da atual crise econômica exige a recuperação das margens de lucro das empresas não financeiras, o que requer uma mudança na regra de reajuste do salário mínimo, a continuidade da flexibilização da política monetária e a adoção de um imposto de exportação de commodities. Também é necessário eliminar o caráter pró-cíclico da política fiscal por intermédio da introdução de metas para o resultado primário estrutural.
No Brasil, em razão do sucesso do processo de estabilização de preços, da maior abertura e integração ao mercado financeiro internacional e, mais recentemente, da adoção de um regime de taxa de câmbio flutuante, esperava-se que os spreads bancários iriam, em algum grau, convergir para os níveis internacionais, o que acabou por não acontecer. De fato, um dos principais fatores que impedem o crescimento do crédito no Brasil - cuja relação crédito/PIB tem caído de forma acentuada de 1994 aos dias de hoje - são as elevadíssimas taxas de juros dos empréstimos que têm sido praticadas no País. O presente artigo tem por objetivo aprofundar a discussão sobre a determinação do spread bancário no Brasil, procurando mostrar que os determinantes ma-croeconômicos são fatores importantes a serem considerados na explicação do comportamento do spread no País. Para tanto, realiza-se uma análise de regressão múltipla com o intuito de identificar as variáveis macroe-conômicas que podem estar influenciando direta ou indiretamente o spread no Brasil no período 1994/2003. O artigo apresenta evidências de que a elevada volatilidade da taxa de juros e seu nível são os determinantes macroeconômicos principais do elevado spread bancário no Brasil.
Due to the successful implementation of the price stabilization programme (Real Plan), the greater international financial integration and, more recently, the adoption of a floating exchange rate regime, it was expected in Brazil a sharp decline of the banking interest spreads converging to the international levels. However, such a reduction did not materialized. Indeed, one of the main factors to why the ratio total credit over GDP is still low in Brazil is the very high loan interest rates. The paper aims to at analyze the macroeconomic determinants of banking spread in Brazil. For this purpose, we make use of a multiple regression analysis with the objective to find what macroeconomic variables are determining, directly or indirectly, the banking spread in the period 1994-2003. The results show that the high volatility of the short-term interest rate (Selic) and its level are the main macroeconomic determinants of the banking spread in Brazil
The article empirically analyses the relationship between real exchange rate (RER) and growth rate of output. We first estimate the effect of the index of RER undervaluation on the rate of output growth in two samples of countries from 1978 to 2007. Our contribution is the use of a different dataset that increases the number of countries in the sample, as well as the number of available control variables. In doing so, the article adds to the literature by applying a method that allows for the control of income levels (quantile regressions). So, we present new findings on a non‐linear relationship the RER‐growth nexus. We conclude that maintaining a competitive level of RER has positive effects on growth rate.
ResumoEste artigo tem por objetivo analisar a evolução recente da estrutura do setor bancá-rio brasileiro e o ciclo recente do crédito no Brasil, focalizando em especial no desempenho e no papel dos bancos públicos, em particular os grandes bancos federais -BN-DES, Banco do Brasil e CEF. Em particular, destaca-se o papel contracíclico dos bancos públicos no mercado de crédito, além de sua importância no desenvolvimento de algumas linhas de financiamento de mais longo prazo, como financiamento do investimento, crédito agrícola e crédito habitacional. This short note argues that the canonical neo‐Kaleckian growth model does not yield a balanced growth path due to the absence of an inbuilt mechanism by which desired and actual rates of capital accumulation are equalized. Introducing non‐generating capacity autonomous demand does not solve such inconsistency. Contrary to what Lavoie () claims, we show that the latter is also unable to bring capacity utilization to its normal level. In light of recent contributions (e.g., Nikiforos, ), we suggest that making normal capacity utilization an endogenous variable is an alternative better suited to deal with the issue.
This article analyzes the relationship between economic growth, income distribution and real exchange rate within the neo-Kaleckian literature, through the construction of a nonlinear macrodynamic model for an open economy in which investment in fixed capital is assumed to be a quadratic function of the real exchange rate. The model demonstrates that the prevailing regime of accumulation in a given economy depends on the type of currency misalignment, so if the real exchange rate is overvalued, then the regime of accumulation will be profit-led, but if the exchange rate is undervalued, then the accumulation regime is wage-led. Subsequently, the adherence of the theoretical model to data is tested for Brazil in the period 1994/Q3-2008/Q4. The econometric results are consistent with the theoretical non-linear specification of the investment function used in the model, so that we can define the existence of a real exchange rate that maximizes the rate of capital accumulation for the Brazilian economy. From the estimate of this optimal rate we show that the real exchange rate is overvalued in 1994/Q3- 2001/Q1 and 2005/Q4-2008/Q4 and undervalued in the period 2001/Q2-2005/Q3. As a direct corollary of this result, it follows that the prevailing regime of accumulation in the Brazilian economy after the last quarter of 2005 is profit-led
