Resumo Este artigo apresenta o histórico e a construção da Pesquisa Nacional de Saúde (PNS) 2019, inquérito de base domiciliar realizado em parceria com o Instituto Brasileiro de Geografia e Estatística. O objetivo da PNS 2019 foi dotar o país de informações sobre os determinantes, condicionantes e necessidades de saúde da população brasileira. A amostra prevista foi de 108.525 domicílios particulares, considerando-se uma taxa de não resposta de 20%. Seu questionário continha três partes, orientadas para (i) o domicílio, (ii) todos os moradores do domicílio, com enfoque na coleta de informações socioeconômicas e de saúde, e (iii) o morador selecionado (idade ≥15 anos), sendo investigados estilos de vida, doenças crônicas, violências, entre outros temas, e aferidas medidas antropométricas (subamostra). As informações da PNS 2019 servirão de base para a (re)formulação de políticas de saúde e subsídio a ações e programas existentes do Sistema Único de Saúde.
By the late 1980s, increased exchange between WHO regional offices and Health Ministers around the world raised the need for compatible methodologies and data collection tools to measure health status through population surveys, which could then complement the health records of the official statistics agencies in each country, and enabling comparison of National Information Systems. This article analyzes the main contributions of the Ministry of Health and the IBGE for the analysis of the health status of the Brazilian population. As a criterion for inclusion, only data sources in the public domain published periodically for at least the past 20 years, and those generating data at the municipal level were used. From this set, the capitals of Brazil were analyzed. The data shows that after the Unified Healthcare System (SUS) was created, the network of non-hospitalization healthcare experienced a rapid transformation. By 2009 85.5% of such units were under the municipal umbrella, compared to 40.7% when SUS was created. In Brazil, the RIPSA initiative has fulfilled the integrative role for the formation of a National Health Information System, recommended by Article 47 of Law 8.080 / 1990 that instituted the SUS, assigning major responsibility to1 the IBGE.

To assess census coverage the Brazilian Institute of Geography and Statistics-IBGE has been conducting a post enumeration survey-PES since 70's census. In 2010 the survey was conducted in a sample of enumeration areas in each of the 27 federation units, matching was performed for data from Census and PES and a reconciliation work was conducted on the unmatched housing units and persons. Finally, dual-system estimation was applied to estimate the 2010 Census net coverage, omission and erroneous inclusion. One of the biggest improvements of the 2010 Brazilian Census is the incorporation of new methodologies and technologies. Use of handheld devices in the 2010 Census and PES allowed improvement of quality and timeliness in the data collection process, and facilitated automatic matching of PES to the Census. An automatic matching step, based on the probabilistic linkage theory of Fellegi and Sunter, was added to the assisted matching and reconciliation already performed in the 2000 Census PES, making the three-step 2010 matching system. The paper gives an overview on the process and methods used to carry on the 2010 Brazilian Post Enumeration Survey, bringing key information on the preparation, data collection, sampling, matching and estimation. Results allow knowing the performance of the matching system in addition to 2010 Census coverage measuring as a hole.
