ResumoA política de inclusão escolar de pessoas com deficiência, transtornos globais do desenvolvimento e altas habilidades/superdotação vem se consolidando no Brasil, especialmente, a partir dos anos 2000. Constata-se a ampliação das matrículas desse alunado na classe comum e a implantação de políticas com o fito de garantir-lhes direito à aprendizagem e o acesso a níveis mais elevados de ensino. O objetivo deste artigo é analisar processos de escolarização de duas alunas com deficiência intelectual, matriculadas em uma escola pública paulistana avaliada por profissionais do sistema de ensino como de boa qualidade. Esta é uma condição imprescindível à inclusão escolar e, quando ausente ou precária, coloca-se como justificativa para resultados insatisfatórios na escolarização desse alunado. A descrição analítica foi elaborada a partir de estudo minucioso das fontes documentais (legais e pedagógicas) disponibilizadas pela instituição e pelo sistema de ensino e, também, das entrevistas semiestruturadas com a professora das salas de recursos e com a coordenadora pedagógica. Observou-se que o acesso à matrícula ocorre como o previsto, porém, quando se consideram as necessidades singulares dos alunos, em classe comum e no contexto institucional, as intervenções pedagógicas carecem de objetividade e de registros sistemáticos. Isso ocorre principalmente devido à ausência de um plano geral que individualize objetivos e metas de ensino para esses alunos, o que inviabiliza a avaliação de seu desempenho.Palavras-chave: Desempenho. O movimento mundial em prol da inclusão do alunado elegível ao atendimento pela educação especial, acentuado na década de 1990, culminou, em 2008, com a publicação de texto orientador da política de educação especial que prioriza as matrículas desses alunos em classes comuns. Tal orientação foi reforçada no Plano Nacional de Educação (2014) e adotada pelo Plano Estadual de Educação de São Paulo (2016), mas esses documentos preveem o repasse de verbas públicas às instituições sem fins lucrativos de educação especial por meio de parcerias. Tivemos por objetivo apresentar e analisar as transferências de recursos financeiros feitas pela Secretaria de Educação do Estado de São Paulo a essas instituições, utilizando fontes documentais (legislação, dados de matrículas e de recursos financeiros). Constatamos que as parcerias com a referida secretaria de educação são constantes e visam contribuir para a subsistência das instituições que oferecem ensino especializado, porém consideramos que as políticas de educação especial adotadas pela secretaria contrariam a perspectiva inclusiva, posto incentivar a manutenção e possível aumento do atendimento substitutivo.
A educação especial brasileira, como modalidade de ensino, tem orientação inclusiva, contudo, assegurar a permanência e acesso ao conhecimento requer investimento financeiro. Considerando esse cenário, objetiva-se analisar os recursos da educação especial no contexto do Fundeb em nível nacional e nas redes estaduais de ensino paulista e capixaba, de 2009 a 2019. As fontes documentais analisadas foram as matrículas da educação especial, os valores aluno/ano e as despesas com educação e educação especial. Dos resultados depreende-se que o montante destinado a essa modalidade foi ampliado, o que pode ter repercutido no aumento de matrículas nessas redes. As despesas da subfunção educação especial também indicaram uma trajetória crescente, embora não tenha sido possível analisar os valores específicos do Fundeb com essa modalidade de ensino. Desse modo, o estudo aponta a necessidade de alteração nos demonstrativos de despesas, a fim de garantir o acompanhamento e o controle dos recursos vinculados à educação especial.
