Resumo: O objetivo deste trabalho foi analisar os processos legislativos sobre políticas de fluoretação no Brasil, de 1963 a 2019. Utilizou-se o referencial teórico de Pierre Bourdieu. Foi realizada uma pesquisa documental sobre os processos legislativos que abordam o tema da fluoretação no Brasil como medida de saúde pública e as discussões que ocorreram no Congresso Nacional. As fontes de pesquisa para a construção do artigo foram os sítios eletrônicos oficiais da Câmara dos Deputados e do Senado Federal, para consultar os atos legislativos relacionados à fluoretação no Brasil. De 1963 a 2001 e em 2017, foi constatada uma disputa entre os métodos de fluoretação das águas de abastecimento, água mineral e fluoretação do sal. Entretanto, permeava a compreensão da importância e benefícios acerca da utilização do flúor sistêmico. De 2003 a 2013, os projetos contestavam a utilização do flúor sistêmico, propondo sua utilização apenas em meio tópico. Nos anos 1960, 1970 e em 2017, os atos legislativos apresentavam mais aproximação ao campo científico e foram propostos por parlamentares da oposição. Diferentemente do tema da fluoretação das águas, dos 6 atos legislativos favoráveis à fluoretação do sal, apenas um era proveniente de um profissional da saúde e apenas dois de legisladores do eixo Sudeste. Houve maior participação de projetos de legisladores do Centro-oeste e do Nordeste. Aqueles com formação na saúde apresentaram tomadas de posição em defesa de algum método de fluoretação sistêmica. Esta análise possibilita interpretar o processo histórico de construção em resposta ao problema constituído e suas distintas estratégias de enfrentamento.
Neste artigo, pretende-se, através da distinção entre direitos humanos e direitos fundamentais, explicitar o caráter pré- e supraestatal dos direitos humanos. A partir dessa distinção, buscaremos imunizar o discurso sobre os direitos humanos contra a objeção de que se trata de um discurso etnocêntrico ou ilegítimo, para enfim concluirmos que com sua efetividade poderemos chegar, como queria Kant, à paz perpétua ou a uma República mundial.Abstract: In this article, it is intended, through the distinction between human rights and fundamental rights, to show the pre- and supra state character of the human rights. Starting from that distinction, we will try to immunize the speech on the human rights against the objection that it is an ethnocentric or illegitimate speech, for, finally, we conclude that with its effectiveness we could arrive, as Kant wanted us, to the perpetual peace or a world Republic.
A placa bacteriana dental é definida como um conglomerado de microrga- nismos que se encontram adsorvidos aos tecidos moles e duros da cavidade bucal, inseridos em uma matriz contendo polissacarídeos, exopolissacarídeos e componentes salivares. Pode desencadear várias patologias na cavidade bu- cal, como cárie, gengivite e periodontite. Assim, objetiva-se revisar a literatura acerca das características que envolvem a sua denominação atual em biofilme dental. Pela literatura revisada pode-se apreender que o entendimento da placa bacteriana como um biofilme dental implica na compreensão de uma estrutura de microrganismos complexa, que contém uma ou mais espécies bacterianas, se desenvolve na interface dentária e exibe heterogeneidade espacial. Cerca de mil espécies de microrganismos podem ser encontradas nos biofilmes sob as superfícies dentais. Na cavidade bucal, o biofilme é composto por microorga- nismos que se aderem a uma película, composta por glicoproteínas salivares, fosfoproteínas, lipídeos e componentes do fluído gengival. Trata-se de uma organização na qual ocorre a formação de canais que facilitam a comunicação intercelular e a proteção contra a ação de agentes antimicrobianos e a resposta imune do hospedeiro.
