O avanço das práticas internacionais de intervenção urbana nas cidades brasileiras, nas duas últimas décadas, desencadeou processos de desarticulação do planejamento urbano na escala local, perante o enfraquecimento do poder público como ator principal, e de desequilíbrio territorial, resultantes da concentração de investimentos. Nesse contexto, norteada pela incidência do modelo de planejamento urbano estratégico, a cidade de Belém (PA) destaca-se por abarcar dois Grandes Projetos de Desenvolvimento Urbano (GPDUs) voltados à requalificação de espaços de orla: Estação das Docas, inaugurado em 2000, e, mais recentemente, Belém Porto Futuro, de 2020. Com base na análise de ambos os projetos, o presente artigo propõe-se abordar as transformações no planejamento e na gestão desses GPDUs, considerando os fundamentos do planejamento estratégico, no que diz respeito ao caráter de submissão aos padrões de intervenção internacionais e de dissociação das demandas e do contexto urbano local.
Resumo: A evolução da relação porto-cidade aponta as revitalizações portuárias como o estágio mais atual de relação entre os espaços portuários e urbanos. Para compreender a reintegração de áreas portuárias à cidade, é relevante a compreensão dos principais aspectos de consolidação desses projetos, assim como para a interpretação deste fenômeno no contexto brasileiro, e direcionamento futuro para o processo de tomada de decisão ex-ante da sua implantação. Neste artigo foram avaliados os principais aspectos das revitalizações portuárias, considerando projetos no Brasil e no mundo já implantados. Foram comparadas as relações entre os projetos identificados, em seu grau de planejamento, estrutura operacional, parcerias públicas e privadas, assim como identificando os sucessos e insucessos destas experiências. Como objetivo atendido no trabalho, tem-se a identificação, com base na pesquisa bibliográfica sistêmica, de quais os principais aspectos para avaliação de revitalizações portuárias enquanto Grandes Projetos Urbanos. Resumo O presente artigo tem como objetivo analisar os impactos das operações urbanas consorciadas em municípios de médio porte, com população entre 100 mil e 500 mil habitantes e não inseridos em regiões metropolitanas. As operações urbanas consorciadas são instrumentos para a implantação de grandes projetos urbanos nos quais a outorga de benefícios construtivos e urbanísticos financiaria investimentos em transformações urbanísticas estruturais, melhorias sociais e valorização ambiental. Embora seja um dos instrumentos mais polêmicos do Estatuto da Cidade, as pesquisas mais conhecidas sobre as operações exploram grandes metrópoles nacionais. Esta pesquisa, no entanto, realizou o levantamento das experiências de operações em cidades brasileiras de médio porte, visando compreender o equilíbrio entre benefícios e contrapartidas esperados dos projetos a partir da análise de legislações e decretos normativos, publicações nos diários oficiais, documentos e notícias locais, além de contatos diretos com as prefeituras. Como conclusão, ao longo do artigo, expõe-se o desequilíbrio entre os incentivos dados à iniciativa privada e os investimentos de caráter ambiental e social decorrentes das operações. Finalmente, questiona-se a adequação desse instrumento para as intervenções analisadas nas cidades de médio porte.
