This paper examines initial teacher training policies in the context of youth digitalisation. Based on international ICT competency frameworks for teachers (UNESCO, 2008, 2019) and information literacy, MIL (UNESCO, 2011), we analyse how Spanish (public and private) universities represent digital innovation, and the identity practices of young people, linked to hyperconnectivity. Focusing on initial training received by future secondary teachers, the sample was selected according to the criteria of non-presential learning (online, distance, blended) applied in the teacher training process. Results confirm ongoing deficiencies in critical teacher digitalisation management, highlighting certain asymmetries between the categories constructed. Data reveals the prevalence of intervention more geared towards formal knowledge than towards decoding digital grammar (which is how digitalisation is used in education). The paper concludes by advocating convergence strategies as a circular mechanism that must underpin all teacher training policies in the age of hyperconnectivity.
RESUMO O objetivo do presente artigo é sistematizar a transição da Nova Gestão Pública (NGP) para a Pós-Nova Gestão Pública (PNGP), verificando em que medida estes modelos influenciaram na atualidade os sistemas educacionais do Brasil e da Espanha. A partir das reformas na administração pública e na gestão educacional ocorridas após a década de 1990, podemos observar a implementação de políticas públicas embasadas na NGP e na PNGP, fortalecendo o discurso do institucionalismo mundial e das ideologias globais que defendem um Estado supranacional e regulador de um sistema educacional padronizado. Neste contexto, o nosso objeto de estudo se concentra na educação pública no Brasil e na Espanha, analisando as interferências no campo da política e da gestão educacional. Metodologicamente, o trabalho se construiu a partir de uma perspectiva comparada dos sistemas educacionais do Brasil e da Espanha, seguindo o enfoque formal (PEGORARO, 2010) e a teoria da economia internacional (COHEN, 2008). Os dados analisados nos permitiram referenciar a influência da NGP e da PNGP nos sistemas educacionais dos países estudados, legitimando uma tendência de racionalidade educacional global.
INTRODUCCIÓN. El presente artículo tiene por objeto analizar en perspectiva comparada la dirección institucional que se está haciendo del blended learning en el marco de las universidades. MÉTODO. A partir de una investigación sobre la percepción que tienen los docentes de los apoyos institucionales que reciben en la implementación de la metodología de aprendizaje combinado, se ha querido profundizar en las narrativas que configuran el desarrollo virtual de la enseñanza superior. Para ello, el método llevado a cabo ha sido mixto. Por una parte, se ha hecho un análisis estadístico descriptivo e inferencial con los datos obtenidos de un cuestionario realizado por los docentes de 25 universidades españolas. Por otra parte, se ha utilizado el estudio de caso con el propósito de generar conocimiento en torno a la política institucional a partir del análisis hermenéutico interpretativo de un campus virtual que ha sido un referente en esta temática. RESULTADOS. Los resultados muestran que el gobierno de las universidades está sujeto a parámetros de tecnocracia digital más próximos a la formación que se produce en las organizaciones de mercado que a las políticas de conocimiento desde las que se gesta la modalidad de aprendizaje combinado. Asimismo, dibuja un escenario de virtualización universitaria en el que el profesorado no está siempre presente, y sobre el que, además, no reconoce ningún valor adicional a su uso. En la misma línea, los resultados indican que los docentes no perciben por parte de las instituciones ni de la comunidad universitaria una preocupación por implementar la metodología combinada en sus programas académicos. DISCUSIÓN. Este trabajo nos lleva a reflexionar acerca de la naturaleza que subyace en el incremento de las políticas de virtualización de la educación universitaria.
El objetivo de este artículo es analizar desde una perspectiva comparada las directrices institucionales establecidas en los sistemas educativos de España y Brasil, en el contexto de la Nueva Gestión Pública y en la transición a nuevos paradigmas de gestión (Post-NGP). La administración pública moderna ha buscado a lo largo de las últimas décadas estrategias cada vez más racionalistas para la organización de los procesos de gestión en un mundo globalizado y sometido a las tendencias de mercado. Nuestra investigación parte de un enfoque comparado de criterios gerenciales (NGP y Post-NGP) que son analizados en los sistemas educativos de los dos países, y que nos permiten verificar las divergencias y semejanzas existentes entre estructuras políticas y administrativas a priori diferentes pero que, fruto de la globalización y la estandarización de los procedimientos generales de estas corrientes, comienzan a compartir trayectorias educativas/formativas.
