This paper aims to examine the leadership model and planning strategy of private Catholic colleges during the COVID-19 pandemic in Samarinda City, East Kalimantan, Indonesia. This study adopted a qualitative approach using interviews, observations, and documentation to collect data from 10 lecturers and seven staff as. The collected data were then analyzed descriptively. The results of this study indicate that the leadership model that often appears as a hallmark of private Catholic college leadership during the COVID-19 pandemic is a situational and distributed leadership model, with an emphasis on principles of leadership servant in dealing with changing organizational needs. The planning strategy carried out shows a visionary leadership model, college leaders can rearrange strategies that are adapted to the situation in developing educational programs and improving the quality of the college.
Makalah ini membahas tentang penerapan penganggaran berbasis kinerja pada institusi pendidikan tinggi di Indonesia. Kajian ini menggunakan metode pustaka dengan analisis narasi untuk memperdalam pengetahuan tentang penganggaran berbasis kinerja. Kesimpulan yang dapat ditarik dalam kajian ini adalah penerapan penganggaran berbasis kinerja memainkan peran penting dalam mewujudkan perguruan tinggi yang berkualitas. Untuk menerapkan penganggaran berbasis kinerja, perguruan tinggi harus mempertimbangkan kompetensi manajemen, komitmen organisasi, sistem penghargaan, dan kualitas perguruan tinggi. Makalah ini memberikan perspektif yang berbeda untuk memahami penerapan penganggaran berbasis kinerja dengan mengintegrasikan teori manajemen kelembagaan dan teori organisasi dalam menetapkan tujuan organisasi.
This study aims to identify and analyze the implementation of academic supervision in improving the professional competence of teachers. The method used is a qualitative approach with a case study design. Collecting data using observation and interview techniques, then interview data were analyzed using manifest analysis. The results show that academic supervision carried out by school principals can help, guide, and motivate teachers in improving their professional abilities, especially in the process of teaching and learning activities in the classroom. Through a systematic and well-planned supervision process, teachers are able to fully integrate and apply their various abilities in learning through input from peers. In addition, teachers can take lessons from reflection exercises which are a hallmark of teacher professionalism. Supervisors and teachers can also know and understand the importance of academic supervision for improving the professional competence of teachers and ultimately having an impact on improving student learning outcomes.
The study of the role of the principal's instructional leadership in the learning process is a critical factor in increasing the effectiveness of learning. This study aims to investigate the role of school principals' instructional leadership in increasing the effectiveness of learning in Samarinda Public Middle Schools, with a focus on how school principals formulate and communicate the vision, mission, and goals of the school, plan and coordinate curriculum, and carry out instructional supervision in increasing learning effectiveness. This study used a qualitative interview design involving eight participants: two teachers, three vice principals, two school committee members, and one school principal. Interview data were analyzed interactively and thematically. The results of this study indicate that the principal's strategy is to formulate the school's vision, mission, and goals together with teachers, school committees, and stakeholders. The active involvement of all stakeholders is one of the keys to realizing the school's vision and mission. The principal encourages teachers' creative efforts in learning so that learning constraints are in the classroom. Efforts to develop and improve teacher quality and transparent and objective evaluation are necessary, and evaluation is the final activity of management processes and actions. The obstacles faced were that teachers could not use interactive with students freely, the delivery of student character was partially not fulfilled, counselling guidance was not optimal, and extracurricular activities were not optimal. Efforts that have been made to overcome these obstacles are to maintain students' enthusiasm always to be active in learning, solicit learning feedback from students, and evaluate together.
Implementasi kebijakan pemerintah tentang belajar dari rumah dalam rangka pencegahan penyebaran Covid-19 berdampak pada guru yang harus menghadapi tantangan signifikan dalam beradaptasi dengan pembelajaran daring dan mempertahankan setidaknya komunikasi minimal dengan siswa, mendukung pembelajaran dan pengembangan siswa. Adaptasi baru dalam bidang pendidikan ini mengalami banyak kendala, misalnya minimnya keterampilan guru memanfaatkan berbagai media pembelajaran. Kegiatan Pengabdian kepada Masyarakat (PkM) ini bertujuan untuk memberikan pengalaman pengetahuan dan meningkatkan kompetensi guru dalam melaksanakan pembelajaran daring dengan memanfaatkan berbagai aplikasi yang dapat diakses oleh guru dan siswa guna memperlancar proses kegiatan belajar mengajar. Pendekatan yang digunakan adalah pendekatan reflektif dengan memberi pendampingan secara optimal bagi guru-guru yang membutuhkan, terutama guru-guru agama Katolik sekolah dasar dan menengah di Kabupaten Kutai Timur. Metode kegiatan yang digunakan adalah pemaparan materi, praktik dan unjuk kerja. Kegiatan pendampingan ini menghasilkan (1) modul pembelajaran daring, (2) pelaksanaan pendampingan guru dalam merencanakan, melaksanakan, dan mengevaluasi pembelajaran yang dapat dilakukan secara daring, dan (3) evaluasi kegiatan pendampingan. Pendampingan yang telah dilaksanakan memberikan peningkatan pengetahuan, pemahaman dan kompetensi bagi guru dalam mengimplementasikan pembelajaran daring.
This article reports on the findings of a research project examining the academic supervision of principals in improving teacher professionalism in secondary schools in East Borneo, Indonesia. Academic supervision carried out by the principal is one of the factors that influence the improvement of the quality of education in schools. To realize the improvement in the quality of education, principals need to develop a supervision program to improve teacher professionalism. This study seeks to explore how principals as teacher supervisors improve the professionalism of their teachers. To realize this objective, the study adopted a qualitative research design. Data was collected by means of semi-structured interviews with principals and teachers at secondary schools in East Borneo. The research findings show that the supervision planning carried out by the principal has been running optimally, the principal is the one who makes the supervision plan. The technique of implementing academic supervision is carried out systematically and has a plan so that teachers feel the assistance of the principal in improving the quality of their learning. Follow-up on the results of supervision is carried out by recording deficiencies during class observations, calling the teacher concerned personally, and discussing the results through teacher council meetings. Academic supervision can help improve teacher professionalism which is beneficial for the school community. To find a balance between teacher professionalism and professional learning, the principal's academic supervision competence seems to need to be developed.
