Este texto é uma reflexão sobre os ‘saberes das águas’ a partir docotidiano e movimento dos ribeirinhos na dinâmica da Amazônia paraense.Resumidamente trata-se de elucidar os saberes das águas pelas representações dos moradores, seus modos de viver e estar no espaço-tempo dos rios, furos, igarapés e florestas, buscando contribuir para as discussões sobre a Educação Básica do campo no sentido de compreender como esses saberes se inserem na dinâmica educacional de forma a valorizar o desenvolvimento do ‘campo’ a partir das necessidades dos sujeitos ribeirinhos.Palavras-chave: Povos ribeirinhos. Resumo: Este artigo pretende produzir reflexões acerca da ênfase dada pelo discurso caracterizado como municipalista, sob a ótica do poder executivo municipal, privilegiando a descentralização financeira e em nenhum momento apresentando qualquer preocupação com o favorecimento e ampliação dos espaços de participação popular e a partir deles a emergência de experiências inovadoras em programas sociais e nos próprios modelos de gestão. Para tal apresenta-se alguns subsídios sobre as possibilidades dos movimentos de centralização e descentralização a partir do movimento da reforma do Estado, abordando as dificuldades a partir de um cenário brasileiro marcado por heterogeneidades e desigualdades sociais políticas e econômicas, pautado fundamentalmente nas considerações de Souza e Carvalho (1997) e Arretche (1997). Em seguida, destaca-se alguns aspectos conceituais básicos sobre a descentralização e desconcentração, com base nas análises de Lobo (1990) e Casassus (1995). Para então, discorrer-se pela análise do controle social, como experiência de participação social tomando como base os Conselhos Municipais, partindo das reflexões de Spozati e Lobo (1992). Por fim, este estudo pretende realizar algumas reflexões iniciais sobre a descentralização e controle social como desejo e possibilidade de democratização e participação dos setores populares na gestão pública.Palvras-Chaves: Descentralização. Este artigo é resultado de imersão nas comunidades quilombolas do município de Abaetetuba no Pará, tendo como campo de pesquisa a Escola Quilombola Santo André, conquistada com a luta do movimento social Associação de Remanescestes de Quilombos de Abaetetuba e apoio da comunidade local. É um estudo introdutório na temática Juventude Quilombola e Práticas Sociais, atendo-se na identificação da juventude quilombola e suas percepções sobre a educação escolar, saberes e o cotidiano na comunidade. A investigação inicial se deu por meio de uma abordagem metodológica que considere a relação entre o investigador, o objeto e os sujeitos da pesquisa em uma visão dialética, com a realização de recolha de narrativas, em rodas de conversas, sobre os modos de vida, com jovens quilombolas do ensino médio e moradores do local. No estudo observou-se que os jovens vivenciam a comunidade envoltos no espírito de cooperação, participando nas frentes do desporto, no trabalho nas roças, nas casas de farinha, na pesca e manejo do açaí, nas festas religiosas, nas brincadeiras e conversas no rio e trapiche, do lazer (inter) comunitário ou até mesmo das ações deflagradas pela escola. Estão cotidianamente integrados, o que faz parte do processo cultural de tornarem-se jovens, é um elemento caracterizador da juventude quilombola que estuda na Escola Santo André.
