O artigo descreve os caminhos da Educação a Distância (EaD) no Brasil, em um cenário no qual esta modalidade de educação apresenta-se como uma alternativa para atender as necessidades de formação profissional em um país com grandes dimensões geográficas e sérias desigualdades regionais. Para tanto, serão apresentadas as políticas para uma EaD de qualidade, com o uso das tecnologias e a indicação de ações governamentais e institucionais que visam promover e garantir referenciais norteadores para esta modalidade educacional. Os desafios dentro de uma prática social para a EaD e os aspectos ideológicos e políticos são discutidos e contrapostos com algumas experiências já vivenciadas de EaD em iniciativas públicas brasileiras e na Universidade Estadual Paulista (Unesp). Diante das perspectivas apresentadas, as conclusões finais mostram que a EaD é uma modalidade educacional capaz de oferecer soluções para os problemas brasileiros desde que considerado o uso de uma abordagem que garanta a interação, o diálogo e a colaboração entre professores e alunos, o que são elementos que condicionam a natureza da aprendizagem e a construção do conhecimento.
The doctoral research described in this article was developed in the context of a Licensure course in Pedagogy offered by two Public Universities of the São Paulo State, from 2010 to 2013. The purpose was to analyze how the teacher training program was established, aiming to the teaching of inclusive education fundamentals in a perspective of using Digital Information and Communication Technologies in a Constructionist, Contextualized and Meaningful approach. Through a qualitative research approach of the intervention type, it was designed, implemented, monitored, developed and evaluated by the Articulating Axis of Inclusive and Special Education proposed in the Licensure hybrid course in Pedagogy of the Virtual University of São Paulo State and the São Paulo State University Júlio de Mesquita Filho. Theoretical, methodological and practical frameworks that supported the organization of this research were related to the problematization of teacher training regarding School Inclusion, Comprehension of Curriculum, and the use of technologies in Education. The Axis was structured in five (5) blocks of 24 (twenty four) hours per week, having as proposition, the studies and practical activities about experienced aspects of the common school and, the use of technologies. The organization and analysis of data collected through questionnaires, reflective memorial, discussion forums and portfolios indicates the relevance that the role of this axis played in the conceptions of teachers-students regarding Inclusion policies and its application in school contexts linked to the use of technologies in a Constructionist, Contextualized and Meaningful approach. The results indicate the importance of contextualized training, which assign meaning to theoretical frameworks and articulate daily teacher practices.

Os materiais do curso em questão são concebidos de maneira acessível; assim, independente de ter estudantes com deficiência ou não, os materiais são pensados para ser construídos com recursos de acessibilidade, como audiodescric ßão, Libras e legendas. Este estudo se configura em pesquisa descritiva, visto que ser a apresentado o processo de produc ßão do curso a distância acessível para pessoas com deficiência visual, sendo descrito como se d a a produc ßão de materiais acessíveis. O Censo do Ensino Superior do Instituto Nacional de Estudos e Pesquisas Educacionais An ısio Teixeira (INEP 2013) demonstra a tendência de crescimento de cursos na modalidade a distância, para formac ßão de bacharel, de licenciados e de tecnol ogos no ano de 2011.Isso e um fato confirmado pela Associac ßão Brasileira de Educac ßão a Distância (ABED, 2012) que observa um crescimento favor avel de cursos a distância em nosso pa ıs, que são ofertadas por Universidades com cursos regulares de formac ßão plena, cursos de p os-graduac ßão ou disciplinas espec ıficas para formac ßão. Al em de outras instituic ßões de ensino que tem implantado cursos EaD e professores independentes que tamb em têm desenvolvido cursos a distância. A EaD tem a vantagem de atender alunos de diversas regiões geogr aficas. De acordo com Schl€ unzen Junior (2009, p. 14), a educac ßão a distância "[. . .] oferece alternativas para ultrapassar as dimensões geogr aficas, possibilitando que cidadãos de diferentes regiões tenham acesso a uma boa formac ßão, com a construc ßão de uma Universidade aberta, democr atica e de qualidade." Introduc ßão O paradigma da educac ßão inclusiva, voltada ao desenvolvimento das potencialidades dos Estudantes P ublico Alvo da Educac ßão Especial (EPAEE): pessoas com deficiências, transtornos globais do desenvolvimento e altas habilidades ou superdotac ßão, e um fator que tem deixado os professores que atuam na educac ßão b asica, nas classes comuns, ora preocupados, ora resistentes.De acordo com dados do Minist erio da Educac ßão (MEC), por meio do Censo Escolar de 2012, o n umero de EPAEE matriculados na classe comum, no referido ano, foi de 620.777 (seiscentos e vinte mil, setecentos e setenta e sete), de um total de somente 43.923 (quarenta e três mil, novecentos e vinte e três) em 1998. Ou seja, os conceitos e leis na area da Educac ßão Especial e Inclusiva têm modificado as concepc ßões sobre a escola e consequentemente, as pr aticas de gestão e pedagogia escolares. Al em disso, esses n umeros indicam a necessidade urgente de uma reorganizac ßão e reestruturac ßão do que conhecemos por escola.Por em, para Pacheco (2008), um sistema escolar realmente inclusivo deve estar baseado em algumas crenc ßas e princ ıpios, em que todas as crianc ßas consigam aprender, frequentando classes comuns adequadas a sua idade e ao seu contexto. Para isso e necess ario desenvolver programas educativos adequados, um curr ıculo que abarque as necessidades educacionais por meio de pr aticas extracurriculares e com o benef ıcio de ter a possibilidade de cooperar e colaborar com seus pares, lares, comunidade e escola.Os professores, por outro lado, registram uma constante insatisfac ßão com os problemas que o trabalho com as diferenc ßas gera para a sua pr atica, indicando aspectos como quantidade excessiva de aulas, necessidade de cumprimento de um curr ıculo linear, dificuldades em usar tecnologias, dificuldades em compreender as caracter ısti-cas pessoais e globais relacionadas a deficiência, entre outras.Schl€ unzen (2000) propôs o ambiente Construcionista, Contextualizado e Significativo (CCS) quando desenvolveu estudo de doutorado com foco na mudanc ßa das pr aticas pedag ogicas do professor. Para tanto, utilizou como base o Construcionismo de Papert (1986), que, baseado em Piaget (1972), propõe uma transformac ßão na concepc ßão do processo de ensino e de aprendizagem mediante o uso da tecnologia como um recurso que favorece ao estudante condic ßões concretas para explorar o seu potencial intelectual.
