Os regimes agrários peculiares e os baixos níveis relativos dos indicadores sócio-econômicos fizeram com que a região do alto Jequitinhonha, nordeste de Minas Gerais, fosse considerada uma das mais complexas do Brasil. Por isso, vários governos orientaram para lá programas de desenvolvimento rural. Mas esses esforços não produziram bons resultados. Este artigo analisa as relações entre programas públicos e agricultura familiar, fazendo um balanço dos métodos e resultados das últimas três décadas. Conclui pela necessidade de incorporar as especificidades de história, ambientes e sociedade aos programas, que deveriam partir das experiências das organizações da região e se ajustar às ações e à cultura desses agricultores.
The agrarian conditions and the low relative levels of the socioeconomic indicators cause the area of the "High Jequitinhonha Valley", in the northeast of the State of Minas Gerais, to be considered one of the most complex areas of Brazil. For this reason several governanmental administrations have recommended rural development programs. Most of these efforts, however, have not produced adequate results. This article analyzes the relationships between public programs and family farming, making a survey of the methods and results of the last three decades. It concludes that there is a need to incorporate the specificities of history, environment and culture into the rural programs. It is suggested that the programs take into consideration the experience accumulated by the regional organizations and be adjusted to the interest and culture of the local family producers
A partir dos anos 1970, as chapadas do Alto Jequitinhonha, localizadas no nordeste de Minas Gerais, até então áreas de uso comum de agricultores familiares, foram plantadas com eucaliptos. O objetivo deste artigo é comparar os efeitos do reflorestamento sobre a estrutura fundiária, valor da produção agrícola e ocupação rural com os efeitos da produção agrícola familiar sobre essas mesmas variáveis na microrregião homogênea de Capelinha, no Alto Jequitinhonha. Tal microrregião foi escolhida para o estudo por ser a área de maior concentração de eucaliptais da região. Foram utilizados dados secundários dos Censos do IBGE para os anos de 1970, 1980, 1985 e 1996, além de dados secundários de pesquisas realizadas sobre a região em questão, incluindo entrevistas com dirigentes de empresas e lideranças sindicais. O artigo conclui que, em trinta anos, o reflorestamento concentrou terras e criou um número reduzido de empregos; a agricultura familiar, ao contrário, teve suas áreas de terras comprimidas e super-exploradas em decorrência da perda das chapadas, mas continuou sendo a principal responsável pela geração de ocupações e rendas na região.
Beginning in the 1970's the plateaus of Alto Jequitinhonha, northeast of Minas Gerais, until then areas of common use by family farmers, were planted with eucalyptus. This article analyzes the effects of reforestation on land occupation, comparing it with the areas of the family production. It is carried out in the homogenous micro-region of Capelinha, an area with the largest concentration of eucalyptus in the region. Secondary data from the IBGE Census for the years 1970, 1980, 1985 and 1996 were used, and also secondary data from surveys conducted around the region studied, including interviews with management of companies and union leadership. The article concludes that, in thirty years, the reforestation concentrated the land and created reduced employment. Family agriculture, on the other hand, had their areas of land compressed and overexploited due to the loss of the plateaus; however they remained as the main employment and income generator in the area
Este artigo analisa como lavradores de comunidades do Alto Jequitinhonha, Minas Gerais, Sudeste do Brasil, regulam o acesso às dotações naturais para extrair alimentos e utensílios, conservar recursos e perpetuar sua descendência na terra. Essas comunidades dispõem de terras, recursos e bens, e instituem normas e sanções coletivas de regulação do acesso, que variam de uma para outra comunidade, são prescritas e obedecidas. Elas podem ser a base para programas de conservação de florestas, campos e águas, substituindo o interminável conflito que há entre as normas propostas pela legislação e agências públicas e as normas locais. Abstract: The article analysis how rural workers communities at the High Jequitinhonha Valley, in the state of Minas Gerais, southern Brazil, regulate access to natural goods in order to extract food and make tools, conserve resources and reproduce their descendence on the land. These communities have establish norms and collective sanctions to regulate access to land, resources and goods. These norms vary from one another community, being enforced and obeyed. They can be the possible base for forest, open fields and water conservation programs, replacing the unfinished conflict between norms imposed by state legislation and local norms.Keywords: family-based agriculture; environment; common property resources; cerrados; Minas Gerais.
Analisar o potencial genotóxico de um herbicida com flumioxazina pelo bioensaio Allium cepa. MATERIAIS E MÉTODOS: O herbicida foi testado em duas concentrações: 0,5 g/L (concentração indicada para o uso) e 1,0 g/L (dobro da concentração recomendada). Foram utilizados água destilada como controle negativo e, como controle positivo de citotoxicidade, benzoato de sódio 1%. RESULTADOS: Os resultados obtidos evidenciaram efeitos de toxicidade em ambas as concentrações do herbicida. Efeitos de citotoxicidade foram observados no herbicida com flumioxazina na concentração de 0,5 g/L, que apresentou padrão microscópico igual ao do controle positivo. Os efeitos de genotoxicidade foram observados em ambas as concentrações (0,5 g/L e 1,0 g/L) que resultaram em aberrações cromossômicas nas células, mostrando que o herbicida interfere diretamente no ciclo celular das células vegetais da cebola. CONCLUSÃO: O herbicida com flumioxazina apresentou toxicidade e genotoxicidade nas concentrações analisadas e efeitos de citotoxicidade somente na concentração recomendada para o uso.
