El artículo tiene como propósito ofrecer una visión desde la teoría del conflicto sobre el terrorismo específicamente en su vertiente islámica, sus antecedentes, bases ideológicas y perspectivas, considerando el impacto de la globalización como catalizador principal de su expansión mundial. El atentado del 11 de septiembre estableció un nuevo período en la política internacional, la nueva era rompió con la etapa de la estructura bipolar producto de la guerra fría y dio paso a los conflictos originados por las luchas de identidad local. Acabó la era de posguerra fría e inició el orden mundial de carácter unipolar en el cual la globalización acelera las desigualdades y la integración de la economía mundial
Omar Olvera Herreros Universidad Autónoma del Estado de MéxicoResumen.-A lo largo de la historia moderna de la democracia, y desde que Charles de Secondat escribe su obra L'espirit des lois en 1748 en donde plasma la teoría de la separación de poderes, grandes autores se han empeñado en consagrar esta teoría en una forma de gobierno ideal, misma que para la teoría liberal se consolidó en la forma de gobierno presidencial modelada en la constitución federal de los Estados Unidos de Norteamérica de 1787. Montesquieu escribe su obra, momentos en los cuales el régimen monárquico se encontraba en evidente desventaja frente al crecimiento del Parlamento inglés y la consolidación de la forma de gobierno parlamentaria, por lo cual se requería una nueva forma de gobierno que mantuviera, por lo menos medianamente, los privilegios de las élites favorecidas por la corona, es así como se concibe el régimen presidencial. Palabras clave.-Democracia, monarquía, presidencialismo, separación de poderes, responsabilidad política.Abstract.-Trough the modern history of democracy, and since Charles de Secondat wrote his work L'espirit des lois in 1748 in which he express the powers separation theory, remarkable authors have been working on consecrating this theory on an ideal government form, which the liberal theory saw consolidated on the presidential form shaped on the United States of America federal constitution of 1787. Montesquieu wrote his work, moments on which monarchic regime was on evident risk because of the growth of English parliament and the consolidation of parliamentarism way of government, motive enough to shape a new government form which maintains, at least moderately, the privileges of the crowned favored elites, this is how presidentialism it's conceived.
Este artículo de investigación, inicia con la afirmación de que los grandes problemas de las sociedades contemporáneas, tienen su más clara expresión en la pobreza y la falta de solidaridad del gobierno con los habitantes más vulnerables. A partir de la idea de que las Constituciones incluyen en su texto decisiones políticas fundamentales, y con apoyo en los métodos diacrónico y crítico-valorativo, creemos que la inserción del principio constitucional de solidaridad, es un paso importante para la orientación adecuada del ejercicio del poder público. De este modo, una vez exploradas las diversas concepciones de la solidaridad, concluimos que el gobierno tiene que ser orientado por el principio constitucional de solidaridad, para dirigir su atención prioritaria hacia la protección de los derechos humanos de los habitantes.
La pandemia generada por la propagación del virus SARS-CoV-2 demandó que los gobiernos instrumentaran una serie de medidas orientadas a la protección de la salud de las personas, así como políticas fiscales, monetarias y laborales para estimular la economía y el empleo. En este trabajo, a través del método de derecho comparado, se efectúa un análisis descriptivo de las medidas adoptadas en China, Italia, España, Francia, Alemania, Estados Unidos de Norteamérica y México, con el objeto de calibrar si responden a las innovaciones que el Constitucionalismo más allá del Estado de Luigi Ferrajoli busca introducir en el paradigma constitucional.
