As a nation-state located in a cross-position, Indonesia proposes a maritime strategy approach in the form of the Global Maritime Fulcrum (GMF). To some extent, GMF introduces an advanced concept from the previous maritime strategy. Therefore this explanative research will explore further about concepts related to change or continuity, related to the maritime strategy of Indonesia in the previous periods before GMF. Based on field data, this research found a number of facts that concludes GMF to some extent is a change from previous maritime strategy. Moreover, the debate of Indonesia’s geographical position could be interpreted as a response against threats which already exists. Thus this condition experienced a shift due to the dynamics of international politics. This qualitative research also conducts that GMF is a value which inherited from previous administration to further adapt on contemporary situations. Thus in general these findings indicate that GMF is a change from the previous maritime strategy.
Abstract. Indonesia is one of a country which have two geographical form as the characteristics, one as archipelago and one as a mainland country. Indonesia is located between two continent, Asia and Australia Continent and also by two ocean, Pacific and Hindian Sea which are very wide. Indonesia is a big and important archipelago country with the islands. We realized that in the Indonesian region there are so many resources which can sustain life and the people of Indonesia. This potential can cause natural disaster if the management does not paying attention to the limitation of the natural capability, for example the sea exploration and exploitation with the use of unmodern tools. It is undeniable that in the management of natural fisheries resources there are still violation by the unresponsible parties in that field. The violation can cause bad for the fisheries ecosystem in our country. The impact will reduce the fisheries resource in which could have been managed for the beneficial of the people. One of the matters that will be discussed in this article is about the philosophical juridical foundation about natural resource, knowing the normative review in the field of fisheries, element of criminal liability, modes of operation in fisheries crime, as well as the knowledge about the advantages and disadvantages of fisheries law change. However, in order to protect the national wealth in form of fisheries resources it is required that the government take action in preserving natural resources. In this case the role of law is very important, especially criminal and civil law as a media to control and prevent the action that can disturb the management and preservation of the fish resources and environment. In law number 31 year 2004 jo. Law number 45 year 2009 concerning fisheries, provides clarity and legal certainty towards law enforcement for criminal offense in the field of fisheries, which includes investigation, prosecution and examination at the court hearing. Suggestion in this article are legal rules regarding the law of fisheries which is still valid at the moment must be reconstructed and renewed so that the law enforcement authorities are more able to increase the supervisition and action in the Indonesian sea. Including the need of pulic attitude and awareness towards the law especially in the field of fisheries.
Kegiatan Pengabdian masyarakat ini bertujuan untuk memberikan pemahaman dan pengetahuan kepada masyarakat khususnya Ibu-Ibu PKK Desa Sekancing Ilir, Kecamatan Tiang Pumpung tentang pengolahan pelepah pisang yang akan dijadikan sebagai makanan ringan. Metode yang digunakan dalam kegiatan pengabdian ini adalah ceramah, praktek langsung, dan diskusi atau tanya jawab. Para peserta mempunyai minat yang besar dan antusias sangat tinggi, hal tersebut dapat dilihat dari banyaknya pertanyaan yang muncul dari peserta terkait dengan pengolahan pelepah pisang. Hasil dari kegiatan pengabdian ini adalah bahwa para peserta Ibu-Ibu PKK mendapatkan pengetahuan yang baru terkait dengan pengeloaan pelepah pisang yaitu dengan memanfaatkan pohon-pohon pisang yang awalnya tidak tahu akan manfaat dari pelepah pisang tersebut dan ternyata setelah diolah bisa menjadi makanan ringan dan mempunyai nilai jual. Di samping itu peserta yang mengikuti kegiatan pengabdian yaitu Ibu-Ibu PKK Desa Sekancing Ilir mempunyai keterampilan dalam membuat dan mengolah pelepah pisang sendiri di rumahnya masing-masing serta mengetahui bagaimana cara penjualan dari hasil pengolahan pelepah pisang yang dapat dijual langsung ke konsumen, dititipkan di warung-warung sembako maupun dijual secara online melalui media sosial.
This article tries to answer how the studies of MNCs-INGOs consolidated in the discipline of international relations. By using library research method and qualitative data analysis, it is found that the studies of MNCs-INGOs are possible and urgent to be developed in the international relations discipline. The importance of this study based on the fact that both MNCs and INGOs have developed as private transnational actors massively. The possibility to be independent study of IR is provided by the discource of internationalism. Moreover, if the comprehensive research is conducted it can be understood the transformation of not just only in the level of discource of the internationalism, but also on the exploration of the strategy and the governance of the MNCs-INGOs globally.
The Bungo District Environmental Agency as the prime mover in responsible waste management and encourages the community to be involved in waste management, that waste problems in Rimbo Tengah Subdistrict Bungo Regency will not be solved if it only depends on the government alone, and therefore needs support and community participation in waste management. The purpose of this study was to determine waste management in the Rimbo Tengah District of Bungo Regency. The method used in this research is descriptive method with a qualitative approach. As for the informants in this study amounted to eight people consisting of five informants from the Bungo Regency Environmental Agency and three informants from the local community who are in Central Rimbo District. The data collection techniques are through observation, interviews and document review. The results showed that waste management in Rimbo Tengah Subdistrict, Bungo District, by the Bungo Regency Environmental Agency was well implemented. This can be seen from the application of management perspective which plays an important role in the whole process of waste management starting from planning, organizing, implementing / mobilizing and controlling. However, in the process of waste management by the Bungo Regency Environmental Agency, there are still some problems and shortcomings in the management process, namely the implementation or mobilization and supervision processes.
The Act regarding Waste Management was enacted in Indonesia in December 2008, requiring all citizens of Jakarta to segregate their waste for recycling. However, "social capacity" is required to achieve sound waste recycling. This refers to the people's cooperation and participation in waste management, which is vitally important for establishing a 3R society.The purpose of this research is to determine the level of social capacity in Jakarta for becoming a 3R society, and to propose some effective policies to the government of Jakarta. This research was conducted via interviews with stakeholders of waste management in Jakarta, and a questionnaire survey with a sample of Jakarta citizens.In 2004, Professor Kimura of Nagoya University interviewed the stakeholders of the waste management of Jakarta. This investigation was followed-up in 2007 by us, and the results were compared. The results showed that the social capacity of Jakarta was improving.The following year, in 2008, a questionnaire survey with more than 300 Jakarta citizens was conducted, in order to gauge attitudes towards waste management policy, and the role of big business and individual citizens in waste management.The survey results indicate that the social capacity of Jakarta is gradually increasing. There is a clear hope expressed by the citizens of Jakarta that the city will address the issue of waste management seriously, through such policies as new rules for waste management, educating the people through a media campaign, and the collection of recyclable waste from the front of supermarkets, for example. We propose to examine the introduction of the 'deposit system' versus the 'penalty system', with citizens' participatory conference.
Dinamika geopolitik kawasan Indo-Pasifik dipengaruhi juga oleh kerja sama dan persaingan antara Cina, Jepang, dan India di ranah antariksa. Indonesia yang berada di tengah kawasan geopolitik ini serta memiliki kepentingan nasional keantariksaan berada dalam situasi yang menguntungkan sekaligus menantang. Dengan menggunakan konsep pragmatic equidistance dan diplomasi antariksa, makalah ini membahas situasi diplomatik keantariksaan Indonesia dihadapkan pada tiga spacefaring nations kawasan. Makalah ini menyimpulkan bahwa Indonesia secara alamiah menjaga jarak dan mencoba mengambil manfaat dari kondisi ini, namun belum secara sistematis dan aktif menggunakan strategi yang komprehensif dalam menghadapi ketiganya demi kepentingan dan agenda keantariksaan nasionalnya sendiri.
Penerapan Prinsip Transparansi Dan Akuntabilitas Dalam Pengelolaan dana BOS di SDN 104/II Sungai Pinang Muara Bungo. Penelitian ini bertujuan untuk mengetahui Penerapan Prinsip Transparansi Dan Akuntabilitas Dalam Pengelolaan dana BOS di SDN 104/II Sungai Pinang, Mengetahui hambatan dan upaya dalam mengatasi hambatannya. Metode yang digunakan adalah Kualitatif dengan Studi Deskriptif bertujuan untuk mengambarkan masalah terhadap fenomena yang terjadi sebagai pemecahan masalah berdasarkan fakta dan dampak. Populasi Penelitian yaitu Kepala Sekolah, Guru, Staff Tata Usaha, Wali Murid, Komite Sekolah, Operator dengan Unit Analisis sebanyak 10 orang dengan teknik Purposive Sampling. Dari hasil penelitian menunjukkan bahwa dalam Pelaksanaan Penerapan Prinsip Transparansi dan Akuntabilitas dalam? Pengelolaan Dana BOS sudah sesuai dengan petunjuk teknis yang dikeluarkan pemerintah, tetapi dalam proses penganggaran wali murid dan masyarakat tidak diikutsertakan, yang ikut hanya Guru, Bendahara, Komite, Kepala Sekolah, sekolah tidak melibatkan wali murid karena sekolah mengikuti petunjuk teknis yang dikeluarkan oleh pemerintah yang dilakukan dalam penyusunan Dana BOS. Untuk itu disarankan agar? petunjuk teknis mengikuti teori yang ada dalam Transparansi dan Akuntabilitas.
