Si les travaux sur la participation citoyenne foisonnent, ce que pensent les élus à son sujet demeure relativement peu exploré dans la littérature en science politique. La participation des citoyens s’institutionnalise dans les processus de décisions publiques alors que, paradoxalement, les élus tendent à tempérer sa légitimité. Cet article étudie le sens que les élus donnent à la participation citoyenne à travers deux dispositifs participatifs de nature différente (consultation populaire et panel citoyen), dans la ville belge d’Ottignies–Louvain-la-Neuve. Sur la base d’une analyse thématique d’entretiens effectués avec des élus locaux, cet article suggère que l’expérience politique forge le rapport des élus à la participation citoyenne. L’expérience est entendue, au sens de Dewey, comme les connaissances acquises par les élus en fonction des conditions environnantes, ici principalement partisanes et institutionnelles. Plus les élus sont socialisés par leur parti, plus les élus et leur parti restent au pouvoir, plus ils instrumentent les dispositifs participatifs.
