This article studies citizens' support for deliberative democracy in Belgium. It examines it, first, from the perspective of Belgian citizens in general. In a second step, it looks specifically at the attitudes of citizens from four disadvantaged groups (women, lower educated citizens, citizens with precarious job conditions and younger citizens). Regarding these groups we want to see whether they show different levels of support for deliberative democracy than the rest of the population and if their attitudes are driven by the same factors as for citizens from more advantaged groups. Regarding the general population, the main finding is that support for deliberative democracy is driven by negative attitudes towards elected politicians but mainly by positive attitudes regarding the political competence of fellow citizens. Regarding disadvantaged groups, we see first that women and younger citizens show higher levels of support than the rest of the population. Second, when it comes to the factors driving support for deliberative democracy within these disadvantaged groups, it appears that they are similar to the rest of the population except when it comes to political interest. Being more interested in politics is a determinant to be in favour of deliberative democracy for citizens from disadvantaged groups.

Can the use of minipublics backfire? Examining how policy adoption shapes the effect of minipublics on political support among the general public

Academics and practitioners are increasingly interested in deliberative minipublics and whether these can address widespread dissatisfaction with contemporary politics. While optimism seems to prevail, there is also talk that the use of minipublics may backfire. When the government disregards a minipublic's recommendations, this could lead to more dissatisfaction than not asking for its advice in the first place. Using an online survey experiment in Belgium (n = 3,102), we find that, compared to a representative decision-making process, a minipublic tends to bring about higher political support when its recommendations are fully adopted by the government, whereas it generates lower political support when its recommendations are not adopted. This study presents novel insights into whether and when the use of minipublics may alleviate or aggravate political dissatisfaction among the public at large.

As academic and political interest in citizen participation and democratic innovations is growing, the question of their impact on public policy remains essential to assess their genuine contribution to the normative project of democratization. Impact assessments of consultative participatory mechanisms are commonly conducted with a congruency approach-a desk-based research method which assesses impact based on the textual correspondence between a citizen-created idea and public policy documents. This method, however, lacks reliability and uniformity, and this paper therefore seeks to standardize its application and ways to improve the accuracy of its results by proposing two methodological add-ons. First, a sequential impact matrix that considers the preferences of decisionmakers before a consultative participatory mechanism to see the extent to which decisionmakers take up citizen ideas that align with or diverge from their own agenda. Second, a mixed method that combines a congruency approach with interviews of actors involved in the follow-up of the participatory process to balance their experiences with the congruency approach's main findings. The variants of the congruency approach are then applied to a deliberative minipublic-the citizen panel 'Brussels-Make Your Mobility'. This analysis shows how these methodological strategies alter the impact assessment's results, and its findings suggest that the use of a sequential impact matrix with a mixed method not only produces an accurate and reliable measurement but also generates valuable insights into the diffuse ways in which minipublics can exert substantial influences on the institutional structures and the political decision-making.
