Résumé Ce qui est en jeu dans les recherches-actions, présentées dans ce texte, comme dans les évolutions législatives à la recherche de nouvelles instances locales de discussion relève du débat démocratique, qui n’a pas dit son dernier mot. Ces nouveaux espaces de recherche-action s’inscrivent dans une éthique de la discussion (Habermas) qui peut construire des ponts entre ce que Max Weber appelait l’éthique de la conviction et l’éthique de la responsabilité. Ce serait une grossière erreur de minorer l’impact d’un travail éthique du social sur les logiques et choix de rationalité économique.
Résumé Cet article présente l’étude sur les situations d’« incasabilité » menée par le Cedias-Créahi (Centre régional d’études et d’animation sur le handicap et l’insertion) Île-de-France, dans le cadre d’un programme de recherche de l’Oned (Observatoire national de l’enfance en danger) sur les jeunes à difficultés multiples. Enquête exhaustive menée dans les départements du Val-d’Oise et du Val-de-Marne, elle a mobilisé les professionnels de l’aide sociale à l’enfance, du médico-social, de la protection judiciaire de la jeunesse et de la pédopsychiatrie. L’analyse des quatre-vingts parcours couplée aux entretiens montre que les histoires de ces jeunes sont marquées par des traumatismes graves. Elle permet également de repérer des pratiques actuelles d’échappement et révèle une défectuosité de la mémoire institutionnelle. L’organisation d’une veille partagée interinstitutionnelle et la réorganisation des modes d’intervention sont deux des préconisations du rapport final.
La recherche-action nationale sur l’évaluation des situations de handicap d’origine psychique, présentée dans cet article, s’est effectuée dans quinze départements français, a mobilisé trois cents professionnels et sept chercheurs et a porté notamment sur l’évaluation et le suivi de cent vingt situations. Les résultats montrent que l’appréhension globale de la situation dans l’exploration de ses différents domaines de vie (au sens de la CIF) suppose la mobilisation et la mise en tension d’une triple expertise, celle des personnes elles-mêmes, celle des proches et celle des professionnels participant aux services rendus à la personne. Ils montrent aussi que le processus d’évaluation se comprend dans une réorganisation de l’action sanitaire et sociale sur les territoires à partir de la mise en œuvre de stratégies globales et concertées d’intervention avec et auprès des personnes en situation de vulnérabilité psychique.
Évoquant la question essentielle de la qualité de la vie difficilement mesurable en termes de produits, l’auteur propose une autre lecture de ce qu’on appelle l’économie et fait quelques propositions. Il analyse les différences, voire la distance entre loi et réglementation et souhaite une organisation qui permettre de saisir le sens et la cohérence avant d’édicter les règles qui, sur le terrain, semblent aller à l’encontre du but recherché. Il propose quatre préalables pour faire correspondre les actions à la législation : Mise en place d’un mode d’évaluation partagée ; Élaboration de projets transversaux ; territorialisation de la santé ; expérimentation des contrats locaux de santé et d’autonomie. Ce qui suppose une formation adéquate des cadres et des équipes, des espaces locaux délibératifs, le développement de la recherche.
