La recherche comparative a beaucoup abordé le thème des réactions des marchés du travail au cours de la crise actuelle. Le « miracle allemand » (faible ajustement de l’emploi) et, plus généralement, les stratégies de flexibilité interne visant à contenir les pertes d’emplois (rétention de la main-d’œuvre) ont été analysées à la lumière à la fois des caractéristiques des marchés du travail nationaux (en utilisant les spécifications économétriques) et des politiques publiques mises en place pendant la crise. Une grande partie de ces recherches conclut à un large éventail de mécanismes d’ajustement de l’emploi. Dans cet article, nous utilisons des spécifications économétriques classiques d’analyse de l’emploi et présentons une lecture globale et comparée des évolutions macrosectorielles et de l’ajustement de l’emploi dans huit pays industrialisés au cours d’une période s’achevant en 2011. Nous comparons les performances des marchés du travail pendant la crise entre pays mais aussi entre secteurs d’activité. Cette approche permet de mieux cerner les dynamiques d’emploi qui s’écartent de leurs tendances structurelles ainsi que leurs principaux déterminants. Elle donne également une vision plus globale des défis actuels auxquels font face la plupart des pays industrialisés sur le front de l’emploi. L’article conclut sur la réponse en termes de politique publique et les compromis à arrêter dans un tel contexte de crise.
The paper reports estimates of a reliable fundamental value of the S&P index, standing for a long run target value in Error-Correction Modelling of the dynamics of subsequent returns. The Present Value Model suggests two fundamentals: dividends and a discount rate factor, specified as a risk free rate plus an ex ante risk premium, to capture structural breaks in the expectations. The dates of the shifts are identified by estimating recursively a cointegration relationship. Monte Carlo simulations are used to compute appropriate statistics for stationarity tests. L’évaluation ex post combinée à l’évaluation ex ante et in itinere constituent des outils indispensables pour piloter les investissements publics. L’enjeu est à la fois de susciter le débat citoyen sur une base argumentée et d’allouer efficacement les ressources de l’État. Avec la loi de 2012 sur l’évaluation préalable des investissements publics, le programme d’investissement d’avenir systématisant l’évaluation ex post , et le grand plan d’investissement reposant sur une évaluation in itinere , l’État s’est doté ces dernières années d’outils de pilotage. Mais des marges de progrès demeurent car des malentendus subsistent sur les contraintes supposées de l’évaluation et ses objectifs réels.
