Résumé Les pays nordiques de l’Union européenne ont fait face à une crise économique sévère au début des années quatre-vingt-dix générant des déséquilibres sociaux, économiques et financiers. Rapidement, la Suède, la Finlande et le Danemark ont recouvré des comptes publics équilibrés puis excédentaires. Les ajustements budgétaires discrétionnaires ont-ils conduit à une réduction des dépenses sociales structurelles ? Ces ajustements ont-ils donné lieu à des arbitrages au sein même des dépenses sociales ? En quoi ces ajustements budgétaires ont-ils affecté les principales caractéristiques du modèle nordique de protection sociale ? Cette étude aborde ces questions, à partir d’une lecture empirique des ajustements budgétaires ayant touché les dépenses publiques sociales. Nous montrons que les dépenses sociales ont subi des coupes importantes dans les plans de consolidation budgétaires effectués entre 1993 et 1998 ; que les réductions des dépenses sociales ont concerné pour une large part les prestations en espèces, les services sociaux ayant été globalement épargnés ; qu’enfin en Suède, l’ensemble des risques sociaux a fait l’objet de mesures d’économies tandis qu’en Finlande et au Danemark, celles-ci ont été davantage ciblées. En outre, la baisse des dépenses publiques sociales s’est accompagnée d’une hausse des impôts sur le revenu des ménages et des cotisations sociales.
La recherche comparative a beaucoup abordé le thème des réactions des marchés du travail au cours de la crise actuelle. Le « miracle allemand » (faible ajustement de l’emploi) et, plus généralement, les stratégies de flexibilité interne visant à contenir les pertes d’emplois (rétention de la main-d’œuvre) ont été analysées à la lumière à la fois des caractéristiques des marchés du travail nationaux (en utilisant les spécifications économétriques) et des politiques publiques mises en place pendant la crise. Une grande partie de ces recherches conclut à un large éventail de mécanismes d’ajustement de l’emploi. Dans cet article, nous utilisons des spécifications économétriques classiques d’analyse de l’emploi et présentons une lecture globale et comparée des évolutions macrosectorielles et de l’ajustement de l’emploi dans huit pays industrialisés au cours d’une période s’achevant en 2011. Nous comparons les performances des marchés du travail pendant la crise entre pays mais aussi entre secteurs d’activité. Cette approche permet de mieux cerner les dynamiques d’emploi qui s’écartent de leurs tendances structurelles ainsi que leurs principaux déterminants. Elle donne également une vision plus globale des défis actuels auxquels font face la plupart des pays industrialisés sur le front de l’emploi. L’article conclut sur la réponse en termes de politique publique et les compromis à arrêter dans un tel contexte de crise.
