The article presents the results of the study and the comparative analysis of the development of SMEs in the EU and RF countries. The estimation of SMEs' entrepreneurial confidence in the sphere of industrial production is given. Existing incentive mechanisms for exportoriented SMEs in the EU are considered. It is determined that support for export-oriented SMEs in Russia is aimed at overcoming export barriers, increasing the activity and the competitiveness of the exporting enterprises. It has been established that the mechanism of financial support for export-oriented SMEs and the shift from direct export support to support export-oriented production, including the development of system of concessional loans for the development of export production, similar to the EU need to be changed. This allows producers to reasonably approach their financial capabilities and effectively build export planning. Priority is targeted support for specific industrial enterprises from among SMEs having experience of export and differing in a significant level of entrepreneurial confidence.
The article presents the results of analysis of the performance and use of forests entrepreneurial structures forestry sparsely wooded region of Russia. Based on the results of Jas-survey of managers of businesses -forest users are disclosed factors that determine the attractiveness of the business activities in the field of forestry species composition and age of the forest stand, and forest conditions that do not depend on the quality of economic activity of enterprise structure. It has been established that the economic accessibility of forest resources is not always significantly reflects the entrepreneurial interest in a forest, which necessitates more accurate method for determining the entrepreneurial income. Consideration methodical approach to reviewing the effectiveness of the functioning and organization of forest management enterprise structures in forestry and sparsely wooded region are two models of business organization in the forestry sector in the forest-poor region.
The forest management system established in Russia in recent years is characterized by a number of problems, including economic ones. The article reveals conceptual theoretical and methodological provisions for the development of sustainable forest management based on the formation of an appropriate environmental and economic mechanism. The essence of sustainable forest management should be considered in the context of economic, environmental, social and international aspects, taking into account the formation of effective multipurpose use of forest resources, as well as the strengthening of the environmental component in the development of forestry. The ecological-economic mechanism of sustainable forest management is proposed to be considered as a set of resources and methods of their connection in the process of economic, environmental and social forest management through the effective management of forestry activities. The main principles of the formation of the ecological-economic mechanism of sustainable forest management are outlined. Thus, the scattered views on the environmental-economic mechanism of sustainable forest management determine the need to streamline the existing economic methods of forest management, improve the efficiency of forestry activities and develop tools to obtain different types of effects: economic, environmental and social.
The paper highlights the issues of economic monitoring as an autonomous module of ecoeconomic forest sector management framework. The research is aimed at development of research-backed tools of forest sector management framework's monitoring and analysis with a distinctive feature of a dedicated scale to evaluate the total economic effect of direct operation and harvesting, non-direct operation, ecological effect obtained through environmental, environment-forming, recreational functions of the forest, social effect, and real forest damage losses leading to normalizing the indicators with measurement rates. Applying the suggested tools enables comparing and ranking the areas in the context of using the forest resources and managing the forest sector of the region.
The article shows the results of research for the allocation of risk aspects of creation of investment E-platform for support for small innovative enterprises, which possess an important role under conditions of transition of Russia's economy to innovational path of development. Small innovative enterprises can become one of the key subjects of innovational activity, providing quick and effective development and commercialization of various innovations. However, under modern Russian conditions, small innovative enterprises do not fulfill that role fully. It is established that creation of investment E-platform will be a tool for active development of small innovative enterprises, using various approaches for stimulation of demand for innovations and investments into their development and use in modern innovative economy. On order to provide favorable conditions for creation and functioning of investment E-platform, it is necessary to study specific risk aspects. On the basis of identification of factors and reasons for risks emergence, it is necessary to determine the classifier of possible types of risks, depending on the stage of innovative process, which will allow formulating the portfolio of the most significant risk aspects of creation of investment E-platform, aimed at attracting the maximum number of investors.
