High unemployment rate is one of the most pressing social and economic problems which are preventing residents make good use of the economic benefits. Although one of the main purposes of the European Union and Lithuania – to increase employment, statistical data show that the unemployment rate remains relatively high and in different regions of Lithuania is not the same. The aim of the work - analyse changes the level of unemployment in the regions of Lithuania and to determine a link between the level of unemployment and to economic indicators. The methodics of research: assessment of the territorial unemployment rate differentiation consists of three phases: 1) identify the territorial differentiation of unemployment and the reasons identified in the employment and labor market policies to reduce unemployment; 2) examined the unemployment trend in Lithuania; 3) set the relationship between the level of unemployment and selected economic indicators. For reserach was used the secondary data of Lithuanian Department of Statistics. The period of research 2009–2014 year. The results of research showed that unemployment rate in the analyzed period changed mostly in counties of Klaipeda, Telsiai and Panevezys. The unemployment rate in the four counties – Panevezys, Siauliai, Telsiai and Utena was higher than our overall national average. We have analyzed the relationship between unemployment and foreign direct investment per capita, material investments per capita, Lithuanian goods exports per capita. It confirmed that chosen economic indicators had a significant impact on the unemployment rate only in some counties during the analyzed period.
Pastaruoju metu viešajame administravime pastebima ryški dichotomija tarp teisinio Vietos savivaldos reglamentavimo (de jure) ir vietos savivaldos praktikos (de facto). Tuo aktualizuojasi komunikacijos, dermės ir suderinamumo problema, tarp vietos savivaldos administravimo ir savivaldumo kaimo vietovėse organizavimo. Šios problemos sprendimas sietinas su kaimo savavaldumo formavimu, kaip sistemine vietos savivaldos praktika. Tyrimo tikslas -išanalizavus vietos savivaldos ir savivaldumo prielaidas, numatyti kaimo savavaldumo formavimo gaires. Siekiant numatyto tikslo, analizuota vietos savivaldos raidos, valdymo decentralizacijos ir teritorinės savivaldos, vietos savivaldos ir valdymo institucijų reglamentavimo bei vietos savivaldos strateginio planavimo problematika. Tyrimams atlikti naudoti mokslinės literatūros ir dokumentinių šaltinių analizės, content analizės ir sisteminimo metodai. Straipsnyje išryškintos istorinės-kultūrinės vietos savivaldos ir savivaldumo prielaidos bei numatytos Lietuvos kaimo savavaldumo formavimo gairės. ĮvadasTemos aktualumas. Europos Sąjunga (toliau -ES) ateitį sieja su pažangiu (ži-niomis ir inovacijomis pagrįsto ūkio vystymas), tvariu (išteklius tausojančio), ekologiškesnio ir konkurencingesnio ūkio skatinimas) ir integraciniu (didelio užimtumo ūkio, kur užtikrinta socialinė ir teritorinė sanglauda, skatinimas) augimu. Numatytų gairių įgyvendinimas kaimo plėtros politikoje grindžiamas žemės ūkio konkurencingumo didinimu, tausojančiu gamtos išteklių valdymu ir klimato politikos tikslų siekimu bei subalansuota teritorine kaimo vietovių plėtra. Todėl kaimo plėtros politikos stiprinimas tapo bendru ES prioritetu.Lietuvoje kaimo plėtra 2014-2020 m. programiniam laikotarpiui siejama su darnia teritorine kaimo plėtra, investuojant į kaimo gyvybingą, didinant žemės ūkio konkurencingumą, tausiai naudojant gamtos išteklius bei sprendžiant klimato kaitos problemas. Todėl vienu svarbiausiu akcentu įgyvendinant kaimo plėtros programines gaires -vietos savivaldos ir savivaldumo stiprinimas kaimo vietovėse.Tačiau pastaruoju metu pastebima ryški dichotomija tarp teisinio Vietos savi-
The study of the emotional inclusion of employees' engagement becomes increasingly important in modern organizations that operate under conditions of globalization, growing competition, and in tight competition for specialists. The research associated to this phenomenon and behaviour of engaged employees is becoming more relevant, and it increases the need to deeper the knowledge about it and to classify this phenomenon according to its typological features. The results of previous studies have revealed the extent of employees' engagement while this study focuses on perception of the emotional inclusion of engagement and on the development of the typological model of employees' engagement emotional inclusion. The research is ground on scientific papers of the last twenty years, analysing the theoretical and practical aspects of employee engagement, conducted research in the context of the employee's emotional state. Based on the performed analysis, a model has been drawn up that reveals the typology of the emotional inclusion of engagement and the factors that condition it, assessing the intensity of their mode and subsequently explaining the circumstances of their mode.
