Abstrak ___________________________________________________________________Madura bernilai strategis dalam produksi garam nasional, namun kenyataannya kondisi petani garam masih hidup di bawah garis kemiskinan. Penelitian bertujuan merumuskan strategi pemberdayaan petani garam melalui pendayagunaan aset pertanahan dengan pendekatan subsistem budaya-kelembagaan dan subsistem ekonomi. Guna mencapai hal tersebut, perlu diketahui kondisi subsistem budaya-kelembagaan dan subsistem ekonomi petani garam. Selain itu, dikaji faktor-faktor penyebab ketidakberdayaan petani. Hasil analisis menunjukkan subsistem budaya menunjukkan bahwa usaha pegaraman adalah bagian budaya masyarakat yang mengakar dan tidak dapat dipisahkan dari masyarakat Madura. Sementara dari subsistem kelembagaan menunjukkan petani garam dikelompokkan menjadi petani pemilik tanah dan petani penggarap (mantong). Pendekatan subsistem ekonomi menunjukkan bahwa produksi garam sangat tergantung iklim dan cuaca dan masih menggunakan teknologi tradisional. Strategi pemberdayaan bagi petani pemilik tanah adalah dengan mengupayakan sertifikasi tanah untuk mendukung akses permodalan. Sementara untuk mantong diarahkan memperoleh redistribusi tanah oyek landreform yang kemudian disertifikasi. Tanah tanah yang telah disertifikasi tersebut nantinya dapat dilakukan konsolidasi tanah yang berperan pada peningkatan kuantitas dan kualitas produksi garam serta mereduksi biaya transportasi. Tanah yang telah tersertifikasi juga dapat digunakan untuk agunan guna mengakses modal. <em>This research mainly aims to analyze the eligibility of the salt business level, the efficiency techniques level, and the economic efficiency from salt folk production factors. Methods of analysis used are eligibility business method with R/C ratio and analysis of production efficiency with the function of Stochastic Frontier Cobb-Douglas production with frontier program 4.1c and Return to scale test. The result shows that the salt folk business stand on good position or in other word. However, that production factor of salt folk does not efficiencies yet until need to add some input in order to reach whole of efficiency.</em>

Ecotourism KEE Kili-Kili beach, located in Trenggalek Regency, is rich in biodiversity and natural beauty. Valuation is needed to determine the use value or benefits of resources and the environment. Economic value of resources that offer natural beauty, in general, are non-market (does not have a market price) because they are public goods. This study aims to estimate the potential economic value of KEE ecotourism at Taman Kili-Kili beach, Trenggalek Regency. This study is a quantitative study with multiple linear regression analysis to determine the factors that influence the number of tourist visits. Meanwhile, to find out the economic value, the individual travel cost method (ITCM) is used. The results showed that only the motivation variable had a significant effect on the number of visits variable. The economic potential of ecotourism KEE at Taman Kili-Kili beach reaches Rp. 34,580,440,612/year. The magnitude of the value of the economic benefits of natural resources and the ecotourism environment of the Taman Kili-Kili KEE coast is expected by managers and related stakeholders to improve ecotourism management by adding tourist facilities and attractions to provide more satisfaction for visitors. In addition, the improvement of the access road to the location is very necessary in order to provide convenience and comfort in reaching the location.

The yellow-crested cockatoo is an endangered species with habitat is in a non-conservation area with community ownership. The local community's action is determined by perception related to the information about this animal. The study aimed to find out the perception of the local community of Masakambing Island to the yellow-crested cockatoo based on community structure and the advantages-disadvantages aspect. The study was conducted in Masakambing Island, Masalembu sub-district, Sumenep Regency, East Java Province, Indonesia. Quantitative and qualitative data were obtained from observations, closed interviews with the 160 respondents and open interviews with the key informants (local figures, government and non-government elements) and Focus Group Discussion (FGD). This study used mixed methods with convergent parallel mixed-methods design. The results showed that the community structure is a fatalist one with a nature capricious perception. The community has limited life choices and is controlled by other powers. Unsurprisingly, the local community does not have a vision or carry out any real action to conserve this animal. Meanwhile, the community has a perception that the yellowcrested cockatoo has more advantages than disadvantages. The implication is that added-benefits of alternative livelihood for the community based on yellow-crested cockatoo are required. Then, all of the community members can access the benefits of resources, especially based on the existence of the yellow-crested cockatoo.

Pariwisata selayaknya mampu berkontribusi pada perekonomian terutama pada masyarakat lokal sekitar destinasi wisata. Demikian juga ekowisata Pantai Taman Kili Kili yang berstatus Kawasan Ekosistem Esensial (KEE) dengan ekowisata sebagai penunjang eksistensi kawasan. Pengembangan ekowisata seharusnya memberikan dampak positif bagi masyarakat lokal. Penelitian bertujuan untuk mendeskripsikan karateristik masyarakat lokal sekitar Pantai Taman Kili Kili dan menganalisis faktor-faktor yang berpeluang mempengaruhi peningkatan pendapatan masyarakat lokal. Penelitian menggunakan pendekatan kuantitatif dengan analisis deskriptif dan analisis jalur. Populasi penelitian adalah masyarakat sekitar ekowisata Pantai Taman Kili Kili dengan jumlah responden sebanyak 50. Hasil penelitian menunjukkan bahwa pekerjaan yang mendominasi masyarakat ekowisata Pantai Taman Kili Kili adalah petani sawah dan petambak yang tidak berkaitan dengan kegiatan ekowisata dengan pendapatan antara Rp1.600.000 – Rp3.000.000; akomodasi dan penyediaan sarana prasarana ekowisata berpotensi memiliki pengaruh langsung terhadap pendapatan masyarakat. Sedangkan lokasi berkaitan dengan jumlah kunjungan namun berpengaruh tidak langsung terhadap pendapatan masyarakat sekitar. Homestay yang diperuntukkan bagi pengunjung dengan memanfaatkan rumah warga dirasa akan berkontribusi pendapatan masyarakat. Selain itu perlu ada atraksi pendukung seperti jelajah desa yang memiliki potensi atraksi tinggi.Kata kunci : masyarakat, ekowisata, pendapatan, trenggalek
