The article is aimed at improving the scientific-methodological aspects of assessing the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals. The role and state of machine-building enterprises as the basis for the development of the national economy in the format of innovative ones is highlighted. For the first time, on the basis of a comprehensive approach, indicators for assessing the efficiency of management of an innovative enterprise (on the example of the machine-building industry) are elaborated in the context of the implementation of sustainable development goals of the 21st century. At the same time, the Conception of sustainable development is positioned as a synthesis of two most important ideas, i.e.: 1) development should be balanced, which involves solving economic, social and environmental problems and achieving an equilibrium between them, and this causes the overall level and quality of life of the population; 2) the current generation has a duty to future generations to leave sufficient reserves of resources (natural, social and economic) in order to ensure their level of welfare, not lower than the current one. It is proposed to supplement the elaborated indicators with three specific indicators of patent-licensing activity as a factor in improving the efficiency of management of the innovative enterprise in the context of economic, environmental and social aspects. In particular: 1) the number of security documents for intellectual property objects, in which the methods that reduce the production of individual goods or services (economic component) are patented; 2) the number of security documents for intellectual property rights, in which the methods of more environmental production of goods or services (ecological component) are patented; 3) the number of security documents for intellectual property rights, which patent ways to improve the efficiency of employees, that is, improving working conditions (social component). On the basis of formalization method and comprehensive approach, a universal format of results of evaluation of the efficiency of management of an innovative enterprise in the context of implementation of sustainable development goals is recommended. The result of its application should be timely elimination of problems, identification of causes and zeroing out consequences of ineffective management of the enterprise, which will lead to increased profits from innovation activities and efficiency of investments in environmental innovations, will form a safe environment, increase the level of satisfaction of vital interests of employees of the enterprise and the population in general.
The purpose of the article is to study the theoretical and scientific-methodical foundations of the management of the innovative attractiveness of organizations as an indicator of the effectiveness of corporate relations in situations of wartime and post-war economic development of Ukraine, as well as the development of proposals for increasing its level. The essence and meaning of the "innovative attractiveness of the organization" is revealed from the standpoint of assessing the interests of all stakeholders. The author's interpretation of the category as a set of characteristics of the organization's activity in the process of forming its innovative potential during the implementation of innovative activity determined by existing or available intellectual property objects, taking into account the conditions of the innovation climate, is provided. It is recommended to use the innovative attractiveness of the organization as an indicator of the effectiveness of corporate relations. The system-structural elements of corporate relations are visualized in the context of increasing the level of innovative attractiveness of organizations. The scientific-methodical aspects of the evaluation of the management of innovative attractiveness of organizations, and the possibility of increasing its efficiency in situations of wartime and post-war development due to the use of rights to intellectual property objects, are substantiated. In particular, a mock-up of management evaluation of the innovative attractiveness of organizations has been developed. Intellectual property objects are positioned as the basis of the innovative potential of organizations today. Amendments to Clause 1 of the Law of Ukraine dated April 1, 2022 No. 2174-IX «On the Protection of the Interests of Individuals in the Field of Intellectual Property during the Martial Law Introduced in Connection with the Armed Aggression of the Russian Federation against Ukraine» are recommended, which will allow scientific (budgetary) institutions to submit applications without documents about the payment of fees in terms exceeding 2 months, and keep priority. Prospective directions of research on this issue are highlighted as: 1) development of recommendations on the transformation of marketing communications in the activities of organizations; 2) use of non-traditional tools of marketing communications; 3) improvement of the quality management system of organizations in the context of their harmonization with international standards as a factor in increasing the level of their innovative attractiveness; 4) practical implementation of the methodology of the management evaluation method of innovative attractiveness of organizations in situations of wartime and post-war development.
The purpose of the article is to study and highlight the main problems and factors characterizing the innovative development intensification in the socially oriented economies of Ukraine and Belarus, and to suggest the ways to eliminate the causes of hindering this intensification. Taking into account the correlation-regression analysis results and the characteristic features of the structural elements of the innovative development index of Ukraine in 2007-2017, we have identified the main problem and a significant factor hindering the innovative activity in the economy, namely, “innovative products sales in the industry”, i.e., the low level of commercialization of the scientific and technical activity results, caused by a low level of patent protection and patent research. The analysis of marketing and patent research in Ukraine shows the necessity to perform a number of the following tasks: 1) to adopt the national standard of Ukraine titled “Patent and Market Research”; 2) to introduce changes to the DSTU 35-75-97 “Patent Research. Basic Provisions and Procedure”, which is the national standard for implementing the process of patent and market research; 3) to adopt the Methodology for Patent and Market research; 4) to eliminate the hindrances for providing enterprises and organizations with modern market and marketing information. Emphasis has been placed on the imperfections in the methodology for evaluating the efficiency of projects related to the innovations implementation, which have recently attracted some interest from businesses. This primarily applies to licenses, as the right to use an invention, industrial design or license can become an object of transference in a specially defined area and during a specified period of time. A methodology for paying for license agreements (contracts, agreements) has been suggested, based on assessing the net present value received from implementing licenses, which determines the cost of licenses and operating costs paid to authors from the license income during the time agreed under the contract. This will intensify the businesses’ innovative activity and create appropriate conditions to develop the socially oriented economies of Belarus and Ukraine.
The successful implementation of the Strategy for the development of the sphere of innovation activity for the period up to 2030 involves taking into account the peculiarities of the organization of management of the creation, protection of intellectual property rights objects (IPRO) and technology transfer. Therefore, the article is aimed at studying these aspects in scientific institutions and developing effective proposals in this context. The article considers the importance of the role of objects of intellectual property rights in the activities of scientific institutions and the need for full functioning in these institutions of the units for technology transfer, innovation activity and intellectual property. The authors examine the problems that hinder the development of such units in scientific institutions and institutions of higher education. Based on the research of the experience of the aforementioned units in both domestic and foreign scientific institutions, it is recommended to introduce and develop in Ukraine mechanisms of the State support for innovation activities, technology transfer, commercialization of research results, intellectual property objects taking into account the experience of the EU Member States, technologically developed countries, directed towards developing innovations in business; combining business and scientific institutions, higher education institutions for research and development for transfer of technologies in the interests of enterprises; support of high-tech industries; development of innovative activities at the regional level. Important issues, in particular, are the development of model agreements for research and development with various options for the distribution of intellectual property rights between scientific organizations and national or foreign counterparties, which would take into account the international practice of concluding such agreements; development of provisions defining the peculiarities of creation and use of intellectual property objects by employees of the NAS of Ukraine who work in foreign projects and scientific institutions, as well as foreign specialists conducting research and development in institutions of the NAS of Ukraine. The nuances of management of the creation, protection of objects of intellectual property rights and technology transfer in scientific institutions related to the innovative attractiveness of enterprises are planned to be highlighted in further scientific research.
The article is aimed at studying the theoretical and methodological foundations of the process of managing and evaluating novelty portfolios at industrial enterprises focused on the international market, as well as at developing recommendations helping to improve their efficiency. The concepts of novelty portfolio (intellectual property portfolio) and innovation portfolio are analyzed, differentiated and further developed. The place and role of the process of novelty portfolio management in ensuring effective international economic activity of an industrial enterprise and its sustainable development are substantiated. A proprietary model for assessing a novelty portfolio and efficiency of its management process at industrial enterprises planning to enter the international market is developed and suggested for use as a basis for ensuring their competitiveness and sustainable development in the context of economy digitalization and the growing number of challenges and threats. Promising research areas on this issue are highlighted, such as developing optimizing programs for novelty portfolios in accordance with the industry specifics; improving the process of forming a novelty portfolio at industrial enterprises through carrying out marketing and patent research as a tool to harmonize stakeholders’ interests; and creating favorable conditions for the implementation of an already formed novelty portfolio by introducing relevant strategies in the activities of industrial enterprises as soon as possible
