RESUMO O presente estudo analisou a implementação da Lei 12.990/2014, no âmbito das universidades federais. Os dados referentes à entrada em exercício dos docentes negros nas universidades federais foram coletados via Lei de Acesso à Informação. A amostra foi composta por 54 universidades, que responderam adequadamente ao pedido. Como podemos perceber nos resultados, a implementação da norma não conseguiu romper o cenário de racismo institucional nessas instituições. Os números revelam que há uma dificuldade na aplicação da norma e consequente fortalecimento do racismo institucional.
The present study aims to present an overview of the implantation of Quilombola Schools (EEEQ) in the Northeast Region. Three aspects have been analyzed: (a) distribution of EEEQ by state and populational class in the Northeast region; (b) identification of the relation among communities self-defined as quilombolas, certified by the Palmares Cultural Foundation, and EEEQ offers; (c) analysis of enrolments in EEEQ. As it has been detected in previous studies, conflicting and unreliable information produced by the State foster the continuity of practices that neglect important information and take us to the road of institutionalized racism that lingers in Brazilian society.
This article provides a historical overview of the struggles and organizational processes of rural black, or Afro-rural, communities in Brazil and the Americas, variably known in local nomenclatures as quilombos, mocambos, palenques, cumbes, cimarrones, and maroons. The objective is to clarify who these communities are and how they were formed in Brazil and the Americas. The study is based on research with rural black community leaders, their accounts, and their experience. It shows that processes of resistance to slavery and oppression induced the formation of Afro-rural communities, leading to their recognition in national constitutions.
