Le domaine de la recherche sur les migrations internationales a connu une véritable mutation au cours des trente dernières années : développement et dans une certaine mesure banalisation de l'interdisciplinarité et plus encore de la transdisciplinarité, multiplication des formations à la recherche, des séminaires, des rencontres et des colloques, lancement de revues nouvelles en Europe, en Amérique latine et en Asie, multiplication phénoménale de la production et des publications sur les différents types de supports (édition traditionnelle, internet). Étonnante métamorphose du champ qui ne peut que susciter toutes sortes de questionnements et d'interprétations car si on peut y lire l'expression des changements structurels migratoires eux-mêmes, les mutations de « paysages migratoires » et de « systèmes migratoires » de plus en plus complexes, l'évolution des représentations, l'importance voire la gravité des enjeux matériels et symboliques portés par les mobilités actuelles, nous pouvons y percevoir aussi, me semble-t-il, le signe chargé de sens du renouvellement des approches et du regard porté, de l'intégration de nouveaux outils, d'autres modes d'analyse, en bref de tout ce qui a rendu possible l'ouverture et l'attraction réelle de ce champ scientifique sur de nouvelles générations de chercheurs. Spatialisation des approches 2 Dans ce changement en profondeur du regard porté, les questions d'espace, de spatialité, de territorialité ont pris une place croissante, qu'il s'agisse évidemment du rapport des migrants aux lieux et aux espaces matériels, sociaux, politiques ou idéels reliés par ces migrations, mais aussi des pratiques sociales développées à travers des espaces transnationaux, de l'architecture des constructions identitaires à différentes échelles ou encore des espaces normatifs ou réglementaires, dont « l'espace Schengen » offre un exemple particulièrement illustratif. La spatialisation croissante des modes d'analyse à l'intérieur du champ scientifique migratoire s'est accompagnée d'une véritable floraison de termes et de notions spatialement référées, particulièrement révélatrices de ce Migrations, la spatialisation du regard Revue européenne des migrations internationales, vol. 22-n°2 | 2009
Le développement du commerce tenu par les étrangers est lié à la crise économique et aux mutations de l'appareil commercial. Il est le fait de commerçants issus de groupes régionaux spécifiques ayant acquis dans leur pays d'origine une solide tradition commerçante et migratoire. La puissance des structures communautaires explique la forte capacité d'autofinancement de ces groupes et donne lieu à la mise en place de circuits économiques ethniques. Le lieu communautaire se retrouve dans les formes d'exploitation et à travers le recrutement de la main-d'œuvre. L'augmentation du nombre et de la taille des établissements et la diversification de leurs activités, la constitution de réseaux transnationaux et les ressources financières et humaines des commerçants maghrébins et asiatiques donnent à penser que ces entrepreneurs ethniques ne seront pas les derniers venus dans le grand marché de 1993.
Dans l'optique adoptée ici, le champ migratoire est l'ensemble de l'espace parcouru, pratiqué par les migrants. La notion de champ fait référence à un espace spécifique, structuré par des flux importants, significatifs ; appliquée au domaine international, elle englobe à la fois le pays de départ et le pays d'emploi.
El nuevo reparto migratorio en Europa del Este Marek OKOLSKI Las restricciones impuestas a la libre circulatión de las poblaciones de Europa oriental por una politica de aislamiento realizada para con paises occidentales se apoyaban sobre dos « Henramientas » muy eficaces : el critero de obtención de pasaporte, las reglas a las divisas extranjeras. Por otra parte, las migraciones no eran muy favorezi no por los paises del Oeste que no aceptaban más turistas sin visado ni tampoco trabajadores extranjeros incluso temporarios. Cambios radicales en la política de los pasaportes y de los visa favorecian ya en 1980 la libre circulatión de las poblaciones hasta ahora, voluntariamente, muy restringida (criterios de obtención de un pasaporte y reglas relalivas a las divisas extranjeras). El autor presenta la situación actual de la emigración que llega de los paises del Este y su evolución, tomando como ejemplo el caso de los polacos para los cuales las estatísticas son más detalladas. Aparece claramente que la emigración queda relacionada a la nueva posibilidad de viajar al extranjero. Se puede sin embargo constatar que permanece moderada a lo largo de los años 80. La motivación más importante podría ser de ordén económico, pero no necesariamente relacionada al empleo. La evaluación de las consecuencias, aunque prematuras, parece más bien negativa. La principal ventaja de la emigración para los paises de origén sigue siendo la transferencia de divisas. Entre las condictiones que determinan las migraciones que viene de Europa Central y Oriental durante la próxima decenta, el factor más importante está en las perspectivas de crecimiento económico de los países occidentales que favorecería el empleo y podría generar una nueva ola de emigración del Este hacia el Oeste. Sin embargo con la situación politico-económica de Europa Central y Oriental que está todavía lejos se estabilizarse, con la actitud de estos paises occidentales que puede tambien modificarse, todavía es temprano para sacar otras conclusiones.
