Since the end of the 1990s, Africa has seen an increasing number of migrants of Chinese origin. It is possible to differentiate between three types of Chinese migration: a temporary labor migration flow linked to public building works and infrastructure projects undertaken by big Chinese enterprises; an entrepreneurial migration flow made up of merchants native to mainland China some of whom coming from the different diaspora communities; a proletarian transit migration flow consisting of people trying to sell their labor in western countries while waiting in Africa for opportunities to enter those countries. Over the same period, the foreign relations between China and Africa have expanded. There are roughly three elements in Chinese policy toward the continent: to gain access to natural resources such as oil and minerals, to widen China's export market and to strengthen China's diplomatic support for different international organizations. The objectives are to ensure the economic growth of the PRC and widen its political influence. This article aims to put in perspective the recent developments in Chinese migration and the orientations of China's foreign policy in Africa, and to re-address the question of relations between China and the Chinese overseas.
Economic Organization and Spatial Resources : Elements of the Economy of the Diaspora Emmanuel MA MUNG One of the goals of this article is the description of the arrangement and relationships between Chinese enterprises. To the categories of ethnic labor market, intra or extra-ethnic markets, exotic commerce, communautary commerce and banal commerce, we propose the notions of export trade enterprise, « upstream » enterprise, enterprise of reproduction of identity. The other goal is to try to analyse how this arrangement is related to the economy of the diaspora. It would appear that the driving principle which works in this « arrangement » is a principle of autonomy, which on the one hand is linked to the willingness of the community to reproduce itself through entrepreneurship, and, on the other hand leads to the autonomy of the group itself. This choice towards entrepreneurship is linked to the fact that it permits the Chinese community to persevere in its own being. This principle of autonomy seems also to govern the diasporic economy as well as the spatial resources used.
Deux caractères morphologiques objectifs définissent une diaspora : la multipolarité de la migration et l' interpolarité des relations. À ceux-ci s'ajoute une autre caractéristique : la perception d'exterritorialité, forme particulière de représentation de soi dans l'espace. Elle suppose une prise de conscience de la configuration spatiale de la diaspora et le développement d'une culture, conduisant à optimiser les ressources spatiales. La migration internationale chinoise se voit progressivement comme une diaspora. La position d'exterritorialité, la perception de ce non- lieu, de cette a-topie est une étape indispensable comme intellectualisation du fait morphologique de la diaspora pour établir et améliorer son propre fonctionnement, lui permettant de concevoir cette sorte d'utopie qui consiste à rêver de soi-même dans une vie hors du territoire.
L'expansion du commerce ethnique : Chinois et Maghrébins dans la région parisienne Emmanuel MA MUNG Au cours du premier semestre 1989, 20 % des fonds de commerce proposés à la vente à Paris et dans les départements limitrophes ont été achetés par des Asiatiques et des Maghrébins, ce qui traduit l'importance de la présence de ces deux groupes dans le commerce. L'exploitation de plusieurs milliers d'annonces de mutations de fonds de commerce a permis d'approcher à une échelle très fine les mouvements concernant l'immobilier commercial qui traversent le commerce ethnique. On constate une forte expansion très différenciée selon les groupes, le lieu et les activités à travers le renforcement des bases commerçantes dans les zones de présence traditionnelle et une extension dans les périphéries urbaines. Par ailleurs, l'analyse des mouvements de fonds de commerce révèle l'importance des échanges intra-communautaires et la faiblesse des flux inter-communautaires. Elle permet en outre de dégager un mouvement de mobilité sociale à travers l'activité commerçante.
