In the current scenario, marked by globalization, building policies aimed at university internationalization, through cooperation between higher education institutions, are strategic actions that corroborate the university mission. Internationalization of higher education institutions is considered one of the four pillars of higher education, along with teaching, research and extension. From this perspective, this article aims to analyze the confluence between the internationalization process of Paraíba State University - UEPB and the participation of professors in this phenomenon. The methodology used comprises a quantitative and qualitative approach. We used as methodological instrument an online questionnaire, built according to the concepts studied in the theoretical framework, that was made available on the website of that institution from February 28 to March 31, 2019, as well as notes collected in the observation visits made on the eight campuses that make up the university. This research was attended by 107 professors from UEPB. The results showed that the involvement of UEPB professors in the internalization process of the institution is still incipient, thus requiring greater mobilization of the academic community for the effective development of such process, as well as an institutional effort to expand and consolidate international cooperation. Therefore, UEPB needs to invest in institutional policies to strengthen internationalization.
Resumo Os bens imóveis que compõem o patrimônio do Estado são instrumentos de execução de políticas públicas e devem servir à sociedade. Entretanto é extremamente comum encontrar terrenos baldios, prédios fechados ou até edifícios, todos públicos, que não utilizam o total de suas respectivas áreas. Este fato caracteriza uma verdadeira violação aos princípios constitucionais da função social da propriedade e da eficiência. Como consequência dessa malversação dos bens públicos, nasce um problema comum a grandes cidades brasileiras: os “vazios urbanos”. Diante deste cenário, esta pesquisa propõe, através de um estudo de caso, investigar os desusos de imóveis públicos municipais e a mapear “vazios urbanos” no perímetro urbano do município de Campina Grande, segundo maior município do estado da Paraíba, Brasil. Como resultado desta pesquisa foram encontrados um total de 19 imóveis públicos esvaziados. A maioria destes “vazios urbanos” localizam-se em bairros periféricos, comprometendo a função social de interesse da população carente.
A presente pesquisa apresenta uma análise dos aspectos principais da Lei 8.429/92, Lei de Improbidade Administrativa. Tem como objetivo evidenciar sua relevância, seus impactos sociais, suas particularidades e divergências. Trata-se de um estudo descritivo-analítico, desenvolvido através de pesquisa bibliográfica e documental. Dentre os pontos estudados destacam-se sua evolução histórica, partindo de toda a legislação precedente e tendo como ápice a Constituição Federal de 1988. São apresentadas as definições e classificações, e são trabalhados os conceitos de probidade, moralidade e corrupção, bem como os tipos de improbidade administrativa, os requisitos necessários para a instauração de procedimento administrativo e judicial, as sanções aplicáveis aos agentes públicos ímprobos, e as tentativas de modificações que ameaçam a Lei, desde sua edição. Os principais resultados indicam a eficácia do diploma legal como o principal meio de combate à improbidade administrativa e ao enriquecimento ilícito.
