L'objectif généralement attendu par l'utilisateur d'un ouvrage ou d'un composant en bois est sa durabilité dans le temps. Dans le présent article, nous n'aborderons pas la durabilité d'aspect (couleur, esthétique) qui peut être améliorée, notamment lorsque le bois est en extérieur, par des peintures ou, si l'objectif est de continuer à voir le bois et ses veines, par des finitions transparentes (lasures ou vernis). Nous traiterons ici de la durabilité structurelle ou encore de l'intégrité du matériau (maintien de ses propriétés mécaniques et physiques). Cette durabilité ne peut être obtenue qu'à partir d'une analyse en quatre étapes :
La filière forêt-bois, avec un chiffre d'affaires de l'ordre de cinquante milliards d'euros et un effectif compris entre 250 000 et 400 000 emplois (selon le mode de comptabilisation), voisine le secteur de la construction automobile (hors services). Ce secteur clé de l'économie française et de la lutte contre le changement climatique s'est regroupé pour être plus performant et est reconnu quatorzième filière stratégique nationale. Bénéficiant d'un regain d'intérêt de la part du grand public et de nos gouvernants, et pour peu que nos forêts ne soient pas « sanctuarisées », un « printemps du bois » semble bien devoir se lever. • Il existe bien toujours un déficit de la balance commerciale mais il faut rappeler que la part « bois » n'est pas prépondérante : 1 à 1,5 milliard d'euros sur les 5,5 milliards d'euros en 2012 (surtout meubles et papier).• La filière fait écrire, sinon parler : de multiples rapports de parlementaires (une trentaine depuis le rapport Leloup en 1945 jusqu'à Puech en 2009) du CESE… ont été produits. En 2012, une étude PIPAmE (Agriculture Industrie) a été réalisée puis des audits de la Cour des comptes (FCBA, CnDB, CnPPF, onF, FBF…) en 2013 ; enfin, l'année 2013, des tables rondes ont eu lieu dans toutes les régions, un rapport du député Caullet a été produit ainsi que des rapports interministériels et la préparation de la loi d'avenir…• malgré le regain d'intérêt du grand public comme de nos gouvernants pour le développe-ment durable, il persiste un retard culturel en France à l'utilisation du bois matériau (notamment construction).• Il faut noter qu'un changement générationnel dans les décideurs et chefs d'entreprises est en train de se produire.• Enfin, la « filière » s'est regroupée à son initiative avec le soutien des pouvoirs publics et est enfin jugée suffisamment « stratégique » pour être intégrée au CnI (1) .(1) Tous les sigles sont explicités à la fin de l'article (pp. 364-365).

La multifonctionnalité :unprocessus historiqueLa multifonctionnalité (1) est un concept issu d'un processus historique. Pendant tout l'Ancien Régime prévaut en France un modèle multiusage. Il conjugue la prédominance d'un système liant administration et juridiction sous le pouvoir centralisateur royal avec des usages forestiers, dont la multiplicité et les bénéficiaires multiples, organisés du sommet de la noblesse au plus humble des manants, se trouvent régis par un système de droits territorialisés d'une finesse et d'une complexité étonnantes.Avec le Code forestier de 1827, la forêt devient un espace privatif où les droits d'usage sont de plus en plus restreints, ce qui conduit àtarir la fréquentation omniprésente qui caractérisait l'époque précédente. Le forestier se consacrea lors àl 'exercice de son art, celui d'imiter et de hâter l'oeuvre de la nature pour atteindreu nb ut associé àl 'intérêt général :l ap roduction de bois d'oeuvred e grande qualité et de bois énergie en sous-produit.Àp artir des années 1960-1970, ce modèle est en butte àd es critiques croissantes, alors que de nouvelles revendications sociales et écologiques se renforcent. La préoccupation environnementale est alors mondiale et dépasse largement le monde forestier.L ap remièreg rande conférence des Nations unies sur l'environnement s'est tenue àS tockholm en 1972. Elle s'est conclue sur une déclaration commune qui souligne pour la premièref ois les droits àu ne nvironnement sain et de qualité et la responsabilité de l'homme envers son environnement. Dans la foulée de cette confé-rence, le Programme des Nations unies pour l'environnement (PNUE) voit le jour et de nombreux pays créent leurs agences nationales de protection de l'environnement. Dans le domaine forestier, plusieurs concepts émergent alors :-l es principes de gestion durable, avec les critères d'Helsinki (1993), pour répondrea ux risques de dégradation des écosystèmes ; -l am ultifonctionnalité, qui sera intégrée dans la loi forestièref rançaise en 2001.(1) NDLR.C et article fait le point sur un sujet abordé dans un précédent article de Christian Barthod paru au n°4-2015, pages 293 à3 19, où l'étude ici détaillée aé té mentionnée et discutée.
Le voyage que nous avons effectué en septembre 1978 excluait les régions typiquement forestières de la Chine, à savoir la Mandchourie, le Sichuan, le Yunnan et le Sud-Est chinois. Cependant, certaines des provinces parcourues, et notamment le Hunan et le Guangdong, font objet d'un important effort de reboisement. Les renseignements que nous donnons ici ne relèvent que des seules régions traversées et ne peuvent représenter la complexité de la réalité forestière chinoise (1). Un Bureau des forêts existe à chaque échelon administratif : par ordre hiérarchique décroissant, la province, la région administrative et le district.
