Ilf aut certainement en rechercher la raison dans les craintes qu'inspirel e rythme de ladéforestation dans les pays tropicaux et quio nt été récemment ravivées par les incendies spectaculaires de formations forestières survenus en Indonésie en 1997puis au Brésil en 1998, sans oublier les reportages stigmatisant les effets négatifs d'une exploitation jugée excessived es ressources forestières.Mais,peut-on raisonnablement oublier queles forêts tropicales sont essentiellement localisées dans des pays où la sécuritéalimen-taire,laluttecontrel apauvretée t,partant,le développement économiqueconstituent des enjeux majeurs ?Dans de tels contextes,la valorisation économiqued es forêts tropicales,notamment par l'intermé-diaired em odes de gestion viables à terme,c onstitue uno bjectif majeur qui sed oit d'intégrer,dans une approche globale,le rôle multifonctionnel de ces forêts ainsiq uel adiversitéd es usages qui y sont pratiqués.Encoref aut-il quel adémarche complexee t exigeanted el 'aménagement forestier, traitement spéci-fiqued'une partie du territoire,d'une part, véritable processus de négociation et de décision,d'autre part,ne soit pas réduiteà ses seuls itinéraires techniques et à une approche par trop sylvicole. En effet,a u cours du vingtième siècle,c ertains forestiers occidentaux ont cherché à transposer aux forêts tropicales les techniques et les outils mis au point dans lagestion des forêts tempérées.Or, malgrél en ombree t ladiversitéd es expériences réalisées en Asie,en Afriquee t en Amériquel atine par des forestiers de différentes cultures,forcee st de constater quel a très grande majoritéd es itinéraires techniques,c ertes jugés pertinents àl'échelle expérimentale,n'ont finalement pas pu être généralisés, soit par manqued em oyens humains et financiers, soit parceq uel es motivations profondes des acteurs locaux étaient d'une touteautren ature, soit encorep arceq uel es contextes institutionnels et législatifs des pays concernés n'y étaient pas favorables.
Le voyage que nous avons effectué en septembre 1978 excluait les régions typiquement forestières de la Chine, à savoir la Mandchourie, le Sichuan, le Yunnan et le Sud-Est chinois. Cependant, certaines des provinces parcourues, et notamment le Hunan et le Guangdong, font objet d'un important effort de reboisement. Les renseignements que nous donnons ici ne relèvent que des seules régions traversées et ne peuvent représenter la complexité de la réalité forestière chinoise (1). APERÇU FORESTIER Organisation de l'Administration forestière chinoise Le niveau supérieur de l'Administration forestière est représenté par le Secrétariat d'Etat aux forêts. Un Bureau des forêts existe à chaque échelon administratif : par ordre hiérarchique décroissant, la province, la région administrative et le district.
