Resumo O objetivo deste artigo foi compreender processos de transmissão da informação em uma Comunidade Ribeirinha Sul-Amazônica (CRSA) no Baixo Madeira para auxiliar as estratégias de Atenção Básica à Saúde (ABS). Os dados foram coletados por meio de conversas no modelo de entrevistas abertas, no decorrer de quatro expedições. Foram elaborados dois sociogramas. Verificou-se tratar-se de rede densa, do líder com centralidade, da existência de cliques e de dominância de laços fracos. Os resultados procedentes desta análise foram conjugados à Matriz FOFA, observando-se que: (a) a Fortaleza do grupo reside na centralidade, intermediação e proximidade do líder, na densidade e na coesão; (b) como Oportunidades, a comunidade é aberta a contatos externos; (c) como Fraquezas, observam-se pouca autonomia, baixa resiliência e dependência da comunidade em relação ao líder; (d) como Ameaças, identifica-se imposição de modelos externos. Conclui-se que a informação circula a partir do líder, o que leva à baixa capacidade de resiliência da rede perante possibilidades de imposição de modelos externos. Essas informações são relevantes no planejamento, na execução, na avaliação e na eventual reformulação de ações de saúde pela ABS em comunidades sensíveis a mudanças determinadas por modelos impostos.
Population urbanization is a global trend, and socioeconomic activities in urban areas cause changes that affect the environment and human well-being beyond the specific territories, thus connecting urban to non-urban areas and creating city-regions. This article's objective, from an ecosystem perspective, is to gather a set of information on municipalities (counties) belonging to the Middle Paraíba River Valley Region in the State of Rio de Janeiro, Brazil, in order to identify conditions and trends in environmental sustainability and well-being. The conceptual framework adopted here was that of the Millennium Ecosystem Assessment, identifying direct and indirect driving forces that affect human well-being, with health as a component of the latter. We used a set of available public-domain data and information sources on the municipalities, grouped by socioeconomic and environmental conditions and the soundness of institutional structural well-being for sustainability. The indicators used here point to a process of degradation in the ecosystem services that has still not been prevented by the prevailing institutional structure, thus increasing constraints on well-being and the spread of socio-environmental impacts in the middle and long terms.
O artigo discute limites, alternativas e desafios da gestão ambiental nas sociedades contemporâneas inseridas no capitalismo globalizado a partir de uma análise crítica apoiada em autores das ciências sociais, da ecologia política e da saúde coletiva. Para isso, sistematizamos o significado da gestão ambiental hegemônica em sua vertente da ecoeficiência e seus limites para o enfrentamento dos riscos ambientais e para a construção de processos e sociedades mais democráticos. Construímos quatro tipos ideais de cenários envolvendo possíveis combinações entre gestão ambiental e democracia. Este modelo serviu de base, juntamente com trabalhos acadêmicos e a experiência teórica e militante dos autores, para uma reflexão sobre as características atuais e as tendências futuras de gestão ambiental e democracia, com ênfase na realidade latino-americana, mais especificamente na brasileira. Por fim, discutimos possibilidades de transformação social a partir das contradições e alternativas emancipatórias decorrentes das confrontações entre tendências hegemônicas do mercado e contra-hegemônicas provenientes de utopias e movimentos sociais, estas assumindo princípios da justiça ambiental, da economia solidária, da agroecologia e da sustentabilidade, bem como da construção de novas epistemologias.
THE RIGHT TO HEALTH, PROVIDED FOR IN ARTICLES 6, 196 and subsequent articles of the Federal Constitution 1 , is part of the fundamental social rights 2 . Consequently, it finds its origin in contemporary constitutionalism and is considered to be a primordial human right 3 . Safeguarding human rights, in turn, is a fundamental condition for the exercise of other social rights 4 , and its implementation reveals difficulties for the consolidation of new forms of political power sharing and direction of political decisions to the public interest resulting in the strengthening of the democratic values of popular sovereignty and the respect for fundamental rights, as is the right to health 5 .We live the great impasse that human rights currently go through as a language capable of articulating struggles for dignity is, to a large extent, a mirror of epistemological and political exhaustion that haunts the Global North 6(9) .Thus, one comes to a narrow understanding that human rights have simply become a minimum common denominator of rights, which very little faces its true essence of the great struggle against oppression and injustices that affect humanity at a global level, oppression and injustices created by capitalism, colonialism and patriarchy.There is no reason to disagree that the language of human rights has become global hegemonic. However, the great challenge is to know if this language can be used in a counter-hegemonic way, enabling the great struggles against oppression and injustices to be, actually, effective; and that human pain, which is a natural part of vulnerable populations, can be eradicated, creating a world in which values such as justice, dignity and equity prevail.Imagining human rights as a counter-hegemonic language implies to understand why so much unjust suffering and so many violations of human dignity are not recognized as violations of human rights 6(14) .Expressions of hatred against identity and sexual orientation take on unimaginable proportions, reaching the absurdity of composing, in some countries, public policies. Resumo Introdução No contexto da epidemia de doença pelo vírus Ebola (DVE) de 2014 na África Ocidental, este artigo tem como objetivo discutir as estratégias internacionais de controle de doenças transmissíveis com base no Regulamento Sanitário Internacional (RSI) da Organização Mundial da Saúde (OMS), na perspectiva da Declaração Universal dos Direitos Humanos (DUDH) da Organização das Nações Unidas (ONU). Método Trata-se de um estudo exploratório, de natureza qualitativa, realizado a partir de pesquisa bibliográfica sobre DVE, tomando como fonte de dados documentos oficiais disponíveis nos sites oficiais da ONU, OMS e Organização Pan-Americana da Saúde (OPAS), bem como artigos científicos relacionados ao tema, além da leitura do RSI e da DUDH. Resultado Os resultados mostraram que, durante a epidemia, as ações e as medidas de controle para o combate à doença desrespeitaram o RSI na perspectiva dos ideais de direito à saúde e de direitos humanos. Conclusão É necessário que agências e organizações que dispõem de poder decisório internacional se predisponham a acompanhar e auxiliar os países vulneráveis na África Ocidental para a garantia dos direitos humanos e evitar que novas epidemias possam acontecer.
Resumo Discute-se a possibilidade de incorporar a Análise de Redes Sociais (ARS) às práticas avaliativas em saúde. Como base discursiva, relacionam-se proposições da prática avaliativa, quando estas tangenciam o universo das redes. Para tanto, dialoga-se com autores cujas argumentações são em prol da incorporação da ARS aos processos avaliativos. A partir de um percurso dialético, bem como de um estudo de caso, reflete-se sobre a possibilidade dessa integração, concluindo-se que há ampla afinidade objeto-metodológica entre ambas as práticas.
The establishment of environmental health indicators for assessing the adverse effects of environmental changes on the population's health and quality of life is, as yet, a goal that has not been fully reached in Latin America and the Caribbean. As such, the United Nations Environment Program and the Pan American Health Organization (PAHO) have convened Region's institutions and experts to develop a comprehensive method for assessing environmental health. This paper evaluates several methodologies, comprehensive or otherwise, for assessing health and the environment, and describes the frameworks that have historically undergirded the key methods that have either structured or generated the environmental health indicators being used in Latin America and the Caribbean. The recurring, methodological limitations were identified: (a) relying heavily on secondary data, which points out the need for technological infrastructure that is rarely available in Latin America and the Caribbean today; and (b) a lack of clear criteria for developing inclusive tools that would facilitate the discussion of environmental health issues at the grass-roots level. Despite the progress made by the field of environmental health with regard to understanding its interdisciplinary complexities, intersectoral operations must be improved to favor open communication and implementation of integrated policies on environmental and health.
