RESUMOAs comunidades tradicionais, delineadas legalmente pelo Decreto 6040/2007 trilham os seus caminhos para o reconhecimento legal ou científico para que possam ganhar maior visibilidade e empoderamento para sua jornada de luta por direitos às políticas públicas demarcadas constitucionalmente. The conditions of socioeconomic and biological vulnerability of indigenous peoples in the face of the coronavirus pandemic pose the question of what are the limitations of the protection promoted by social security policies. In order to answer this question, this research sought to conceptualize social rights in relation with indigenous cultural differentiation, as well as seeking to review the most recent trajectory of health, social assistance and social security policies for this public. To this end, a bibliographic and documentary review was carried out on the terms surrounding the objective. Thus, it was verified that, until then, only the health policy presents an alternative of institutionalized differentiation, while the policies of social assistance and social security, although they may have good coverage of the indigenous users in some aspects, are presented distant from the demands of these peoples. In view of this situation, in addition to the setbacks caused by the neoliberal advance on social policies as a whole, and with the specific attacks on indigenous rights, these peoples are in a situation of greater fragility, because, in addition to not enjoying culturally sensitive social policies, they experience a delay in the emergency response in the form of public policy against the impacts of covid-19, which can lead to a greater number of contaminations and deaths.
Questionamentos radicais sobre as ideias vinculadas à noção de desenvolvimento, tais como, crescimento, progresso, reforma de mercado, extrativismo, aumento desmedido de consumo material individual, etc., confluem para desenvolvimentos alternativos ou alternativas à própria ideia de desenvolvimento. Diante disso, esse artigo discutiu as diferenças entre as concepções de etnodesenvolvimento e bem viver indígena em sua interface com as políticas públicas por meio de uma revisão narrativa de literatura. Os resultados apontam que a ideia de desenvolvimento tem se transformado desde a modernização e crescimento econômico para perspectivas mais críticas ou negadoras do paradigma capitalista de desenvolvimento. O etnodesenvolvimento, embora centralize a questão étnica, histórica e cultural nos processos de desenvolvimento, ainda o faz com a finalidade de eficiência econômica. Já o bem viver busca a plenitude e o equilíbrio entre os povos, a natureza e a metafísica, o que o coloca como uma alternativa ao desenvolvimento, uma vez que não se ampara na lógica judaico-cristã, antropocêntrica e racional-científica. Conclui-se que o etnodesenvolvimento, pela perspectiva indígena, parece ser menos interessante como projeto de desenvolvimento e que o bem viver, embora tenha sido reconhecido constitucionalmente na Bolívia e no Equador, tem implantação sempre conflituosa devido à colonização capitalista nos modos de pensar o tempo, o espaço, a economia, as relações sociais, a natureza, a sociedade e, por isso, as políticas públicas.
Mesmo em face da evolução das políticas educacionais de ensino básico e superior no Brasil, persistem diversas desigualdades as quais poderiam ser amenizadas por meio da educação adequada ao cumprimento de patamares básicos de cidadania. Diante disso, este trabalho realizou uma Revisão Bibliográfica Sistemática (RBS) na área de políticas públicas educacionais, no Brasil, em sua interface com a desigualdade, com recorte temporal específico desde a promulgação da CF/88 até os dias atuais. A partir da leitura dos artigos selecionados na RBS, percebe-se que a responsabilidade compartilhada da educação entre os entes subnacionais, os desequilíbrios introduzidos pelo capitalismo, a ausência do fornecimento de um bem-estar mínimo a todos os cidadãos, quando somados aos problemas de desenho e implementação das políticas públicas de educação, levam a produção de conflitos e idiossincrasias que se traduzem na reprodução de desigualdades. ABSTRACT Even in the face of the evolution of basic and higher education policies in Brazil, there are still several inequalities that could be mitigated by means of adequate education to comply with basic levels of citizenship. Therefore, this work carried out a Systematic Bibliographic Review (RBS) in the area of educational public policies in Brazil, in its interface with inequality, with a specific time cut from the enactment of CF/88 to the present day. From the reading of the articles selected in the RBS, it is perceived that the shared responsibility of education among subnational entities, the imbalances introduced by capitalism, the absence of providing a minimum welfare to all citizens, when added to the problems of design and implementation of public education policies, lead to the production of conflicts and idiosyncrasies that translate into the reproduction of inequalities. RESUMEN Incluso frente a la evolución de las políticas educativas de educación básica y superior en Brasil, persisten varias desigualdades que podrían mitigarse a través de una educación adecuada para el cumplimiento de los niveles básicos de ciudadanía. Dado esto, este trabajo llevó a cabo una Revisión Bibliográfica Sistemática (ERB) en el área de políticas públicas educativas en Brasil, en su interfaz con la desigualdad, con un marco de tiempo específico desde la promulgación de CF / 88 hasta el día de hoy. De la lectura de los artículos seleccionados en la RBS, queda claro que la responsabilidad compartida de la educación entre las entidades subnacionales, los desequilibrios introducidos por el capitalismo, la ausencia de proporcionar un mínimo de bienestar a todos los ciudadanos, cuando se suman a los problemas de El diseño y la implementación de políticas de educación pública conducen a la producción de conflictos e idiosincrasias que se traducen en la reproducción de las desigualdades. Os povos indígenas sofrem uma relação de dominação desde o período colonial. Tal dominação ocorria, inicialmente, por parte da Igreja Católica, que possuía a responsabilidade pelo aldeamento e pela catequização dos indígenas. Em seguida, a dominação passa a ser realizada pelo Estado, responsável em institucionalizar ou legitimar direitos, mas também deveres à sociedade, podendo levar ou não em consideração as peculiaridades socioculturais das comunidades indígenas no momento da formulação das políticas públicas. Observa-se que, mesmo havendo políticas públicas indigenistas, elas ou são mal desenhadas ou são insuficientes, de modo que, muitas vezes, contribuem para a extinção das diferenças entre os próprios povos indígenas e entre esses e os não indígenas, uma vez que não são respeitados seus direitos culturais, territoriais, educacionais, pluriétnicos, de saúde, de autodeterminação, etc. Diante disso, o objetivo desta pesquisa foi identificar as características observadas na relação entre o Estado e as populações indígenas em sua interface com as políticas públicas. Para tanto, realizou-se uma revisão narrativa de literatura em que foram destacados: o ciclo de gestão e a especificidade das políticas públicas na realidade indígena; as nuances culturais, sociais e econômicas das populações indígenas na interação com o Estado; e uma síntese dos diálogos e conflitos do Estado e sociedade (indígena) em políticas públicas relevantes para este grupamento social. Com isso, identificou-se participação nula ou baixa dos povos indígenas em várias etapas do fluxo da política pública, ao passo que esses buscam maior inserção no processo político-administrativo.
