Tanulmányom célja egy hazánkban eddig kevés érdeklődést kiváltó tudományos irányzat, a közjavak kutatásának bemutatása, különös tekintettel a társadalom térbeliségét vizsgáló diszciplínákkal való kapcsolódási lehetőségek azonosítására. A definíciós kérdéseket követően áttekintem a közjószágkutatás történelmi előzményeit és időben változó hangsúlyait. Külön foglalkozom a társadalmi közjavakkal, valamint azokkal az új kutatási eredményekkel, amelyek az irányzat alapvető koncepcionális kérdéseinek újraértelmezését tették szükségessé. A tudásközjavak példáján részletesen ismertetem a közjavak lehatárolásához, valamint normatív megítéléséhez és társadalmi konstruáltságához kapcsolódó elemzési nehézségeket.A tanulmány második fele a közjavak térbeliségére összpontosít. Elsőként a közjavak földrajzi lehatárolásának dilemmáin, valamint léptékfüggésén keresztül azonosítom a közjavak térbeli kormányzása során fellépő nehézségeket. Ezután behatóan foglalkozom a városi közjavakkal. A közterek kérdését a közbiztonsági diskurzus, valamint a szimbolikus térfoglalás gondolatköre mentén tekintem át, a várostervezési vonatkozásokra is kitérve. A városi alapinfrastruktúra kapcsán pedig bemutatom a földrajzi tér különböző pontjain egyszerre jelentkező alul- és túlhasználat problémáját. Utóbbit regionális szinten is felvázolom az alapoktatás területi egyenlőtlenségein keresztül, míg a tudományos eredmények hozzáférési problémáira utalva rámutatok a társadalmi közjavak globális léptékű vizsgálatának relevanciájára.Munkám kiemelt célja olyan új vizsgálati kérdések azonosítása a hazai tudományos kutatások számára, amelyek elemzése hozzájárulhat a közjavak térbeliségének pontosabb megértéséhez, a közjószágkutatás térelméleti megalapozásához, valamint a magyarországi területi kutatásokban a kurrens nemzetközi témák fokozódó átvételéhez és ezek eredményeinek gyakorlati hasznosításához.

Staatliche Forschungsinstitute, die zur Akademie der Wissenschaften gehörenden Institute und das Zentrale Planungsbüro dienten nun als die wichtigsten "centres of calculation", in denen nach sowjetischem Vorbild "große Wissenschaft" (big science) betrieben wurde. Zahlreiche "alte" Geographen wurden pensioniert oder aus dem akademischen Leben verbannt. Andere wurden an den Rand gedrängt oder gezwungen, mit dem neuen System Kompromisse zu schließen. Sie wurden ersetzt durch politisch vertrauenswürdige "Neulinge", die alle wichtigen Positionen bekamen. Die internationale Orientierung der ungarischen Geographie wurde einem radikalen Wandel unterzogen. Der ehemals starke Einfluss der deutschen und französischen Geographie wurde zurückgedrängt und durch eine stabile Orientierung auf die "befreundeten" Sozialistischen Länder, besonders auf die UdSSR, ersetzt.
The author of this paper investigates the impact of political ideologies on spatial planning and the school network, especially small schools in small settlements, in twentieth century Hungary. After WWI and the resulting vast territorial losses, the interwar nationalist-conservative regime considered the country’s cultural advantage over its neighbors as a crucial prerequisite for territorial revision and launched large-scale school development projects. In the 1930s, these initiatives became increasingly exposed to political centralization and ethnopolitical attempts. The first years after WWII witnessed the restoration of war destruction and some institutional reforms, before the post-1948 Stalinist dictatorship targeted a radical demolition of small settlements and their schools now considered as “uneconomic.” Although succeeding non-Stalinist leaderships took a more tolerant stance, their attempts of limited decentralization led to regional administrative organs exploiting their own periphery, resulting in a mass closure of rural schools in the 1970s under the motto of “rationalization.”
Abstract:In commons research, the study of the 'knowledge commons' has emerged as a new field of interest over the last few years. Our paper begins by providing a brief overview of the state of research in the field, and proceeds by discussing some crucial but relatively underconceptualised issues. The difference between information and knowledge, and the ambiguities surrounding the claim that all sorts of knowledge can be considered part of the commons, are the focal point here. We also pay close attention to education, arguing that it is not a common good, but rather a common-pool resource institution that ensures that some forms of knowledge can be governed as a commons. With regard to these issues, the article provides a case study, one in which we analyse basic education in Communist Hungary, and look for evidence of the commons design principles as outlined in Elinor Ostrom's IAD Framework. Given the complex nature of basic education, we investigate it from three points of view: as a service, as a set of physical structures (e.g. school buildings), and as a complex of organizational structures (e.g. legal and financial arrangements). On the basis of empirical findings we argue that basic education in the Stalinist epoch did not correspond to Ostromian design principles. Basic education, therefore, was not managed in an equitable way, and its geographical accessibility was uneven. During the 'technocratic' Communism of the 1960s, 1970s, and 1980s, the education system underwent important changes. However, though the circle of those who had some impact on the governance of education expanded, most individuals involved with the education system were still excluded. As a result, the commons approach did not become stronger in general, nor did spatial unevenness with respect to access to basic education decrease. The paper finishes with a brief conclusion of our findings and a discussion of some questions for future research.
Ebben a cikkben azt vizsgáljuk, hogy az átalakuló kínai pártállami rendszerben a beruházások dinamikája szempontjából milyen rendszerszerű következményei vannak a külső sokkhatáshoz alkalmazkodó állami beavatkozásnak. Elméleti alapon (még e kutatást megelőzően) megfogalmazott hipotéziseinket – az összehasonlító interaktív pártállami modell (IPS) értelmezési keretére támaszkodva – az 1990-es évek végétől statisztikailag igazoljuk. A beruházások túlfutása a kínai pártállamnak is állandó jellemzője, amelyet a párt, az állam és a gazdaság döntéshozói közötti függőségi és érdekérvényesítési viszonyokból kialakuló pártállami hatalmi háló léte és működése, valamint az abban keletkező szerkezeti motivációk okoznak. A pártállami hatalmi háló elemeinek, kapcsolódási és működési elveinek térben, időben és különböző aggregációs szinteken önhasonló jellege miatt a beruházások túlfutása különböző helyeken és időszakokban, valamint eltérő léptékekben is kimutatható. A beruházási kilengések gyakorisága a háló által leképezett hatalmi eloszlás aktuális sajátosságainak függvénye. Megállapítjuk, hogy a pártállami háló sokkhatáshoz történő alkalmazkodása a rendszerszerű magatartások intenzitását, ezzel együtt a gazdasági túlfűtöttség mértékét is növeli, utóbbi pedig a háló aktuális szerkezete által leképezett hatalmi viszonyok sajátosságaihoz igazodik. Empirikusan igazoljuk, hogy a decentralizált kínai hatalmi hálóban a lokális hatalom túlzott mértékű beruházása az országosénál intenzívebb. Eredményeink szerint a túlfűtöttség egyenlőtlen térbeli intenzitása az állami beavatkozás térbeli és tulajdonbeli prioritásai szerint alakul; a túlfűtöttség mértékének időszakos kilengései és a háló aktivitásának átmeneti növekedései (vagyis a háló zsugorodásának lassulása) összefüggenek; a beruházások kilengéseiben, azok felfutásaiban és lecsengéseiben pedig a különböző tulajdonformájú vállalatok eltérő magatartásformái fedezhetők fel.
Urban elites consist of the actors in the city who have a decisive influence on urban policies and programs. Urban elites are fragmented but are kept together by a shared interest in advancing a particular political agenda. This desire is served by a multitude of institutional means aimed at keeping other social strata under control and indoctrinating them with views legitimizing prevailing conditions. Urban elites are highly genderized, racialized, and segregated in urban space. Since they are embedded in multiscalar power hierarchies, urban elites can be conflicted, or even justified, by actors at higher or lower scales while they themselves are increasingly becoming part of a transnational elite. The existence of urban elites is unavoidable and not necessarily undesirable, but the way they sustain themselves and promote their own aspirations may be at odds with the interests of other social groups and is often the focus of ongoing normative debates.
