E cikk azzal foglalkozik, hogy hogyan hatott a globális válság a kínai gazdaságra, milyen központi és helyi kormányzati válaszokat és preferenciákat váltott ki s ezek milyen következményekkel jártak nemzeti és regionális szinten. Kiemelten elemzi a helyi kormányzatok eladósodása és a beruházások által generált túlfűtöttség közvetlen gazdasági okait, ezek intézményi és rendszerbeli hátterét. Rávilágít arra, hogy bár a kínai gazdasági átalakulás jelentősen előrehaladt a piacgazdaság irányába, a válságot ellensúlyozó állami beavatkozások felerősítik a pártállami rendszer sajátosságait s ezek kínai specifikumait. E sajátosságok meghatározzák az erőforrások politikai racionalitású elosztási szempontjait és a szereplők hasonló motivációjú beruházási magatartását, ami túlfűtöttséghez vezet. Meghatározzák továbbá a rendszerszerű túlfűtöttség kínai sajátosságait: a decentralizált kínai hatalmi szerkezetből következő lokális túlfűtöttséget és eladósodást.
Abstract:Authors of this paper trace the influence of the crisis and the stimulus package in China on its rural to urban migration between 2008 and 2011. The package had clear ownership, scale, sectoral and regional priorities deemed to decrease the country's export exposure. Since migrant flow was export-sensitive, we hypothesized that opposite priorities will have a sound restructuring effect on thus far migrant routes. Migrants have sensitively reacted to stimulus priorities revealed in the reorientation of migrant routes from the coastal towards the central and western regions, from interprovincial towards intra-provincial migration, and from manufacturing industry towards the construction sector. Thus, on the longer term, priorities of the stimulus package have reinforced the short-term regional and sectoral export-sensitive impact of the crisis.
Ebben a cikkben azt vizsgáljuk, hogy az átalakuló kínai pártállami rendszerben a beruházások dinamikája szempontjából milyen rendszerszerű következményei vannak a külső sokkhatáshoz alkalmazkodó állami beavatkozásnak. Elméleti alapon (még e kutatást megelőzően) megfogalmazott hipotéziseinket – az összehasonlító interaktív pártállami modell (IPS) értelmezési keretére támaszkodva – az 1990-es évek végétől statisztikailag igazoljuk. A beruházások túlfutása a kínai pártállamnak is állandó jellemzője, amelyet a párt, az állam és a gazdaság döntéshozói közötti függőségi és érdekérvényesítési viszonyokból kialakuló pártállami hatalmi háló léte és működése, valamint az abban keletkező szerkezeti motivációk okoznak. A pártállami hatalmi háló elemeinek, kapcsolódási és működési elveinek térben, időben és különböző aggregációs szinteken önhasonló jellege miatt a beruházások túlfutása különböző helyeken és időszakokban, valamint eltérő léptékekben is kimutatható. A beruházási kilengések gyakorisága a háló által leképezett hatalmi eloszlás aktuális sajátosságainak függvénye. Megállapítjuk, hogy a pártállami háló sokkhatáshoz történő alkalmazkodása a rendszerszerű magatartások intenzitását, ezzel együtt a gazdasági túlfűtöttség mértékét is növeli, utóbbi pedig a háló aktuális szerkezete által leképezett hatalmi viszonyok sajátosságaihoz igazodik. Empirikusan igazoljuk, hogy a decentralizált kínai hatalmi hálóban a lokális hatalom túlzott mértékű beruházása az országosénál intenzívebb. Eredményeink szerint a túlfűtöttség egyenlőtlen térbeli intenzitása az állami beavatkozás térbeli és tulajdonbeli prioritásai szerint alakul; a túlfűtöttség mértékének időszakos kilengései és a háló aktivitásának átmeneti növekedései (vagyis a háló zsugorodásának lassulása) összefüggenek; a beruházások kilengéseiben, azok felfutásaiban és lecsengéseiben pedig a különböző tulajdonformájú vállalatok eltérő magatartásformái fedezhetők fel.
Reforms, in view of a comparative party-state model, become the instruments of self-reproduction and self-destruction of party-state power. The specific patterns of power distribution imply different development and transformation paths through different instruments of self-reproduction. This approach also points to the structural and dynamic background of the differences in the location, sequence, speed and political conditions of reforms during the operation and transformation of party-states. In view of the model the paper points to the inconsistencies that emerge in the comparative reform literature concerning the evaluation and strategies of reforms disconnected from their systemic-structural context.
This paper analyzes the similarities and differences in the structure and dynamics of partystatesystems and their different metamorphosis from a comparative perspective. This approach allows interpretation of the Chinese system specifics and its transformation within this framework. Theoretical findings are based on empirical reseach carried out in Hungary, Romania and China by the author between 1975 and 2014. Empirical research revealed a politically monopolized interactive and intertwined network of dependency and interest promotion among actors in the party, the state and the economy during decision-making. This network possesses similar elements and connecting and operating principles whatever the time, the space and the level of its aggregation. It renders the structural background of power distribution and that of the politically rational behavior of economic actors in the selective distribution of resources and in the overall drive for growth resulting in frequent investment overheating and overcapacity. The comparative framework also defines the structural varieties of power distribution in the network that are responsible for the differences in the operation and the sequence, speed, and conditions of system transformation.Keywords: party-state systems, network, varieties of power distribution, transformation, China, Hungary JEL: P2, P5, D78, F5, P21, P26, P30 Introducion 3 Diverging approaches to East European and Chinese transformationsThe transformation process may be defined as the retreat of the power network from politically monopolized sub-spheres of society (be they political or economic) and the emergence and expansion of the subfield of a new system outside the network. With social system transformation structural elements, the connecting and operating principles characteristic of Communist systems wane while the characteristics of a new system emerge.The various transformations of Communist systems which began at different periods, and in different fields of society, have concluded or are still in process. This process occurred in the Soviet Union and East-Europe from the second half of the 1980s to early 1990s, in China it began in agriculture from 1978 onwards, it partially spread to industry in the mid 1980s and intensified from the early 1990s. Different sub-fields of the system transformed either sequentially or simultaneously. Either the political or the economic sub-field was the first to transform, or all subfields transformed simultaneously. These transformations were gradual or abrupt and occurred under different economic and political conditions, and systemic outcomes were multiple.
