This article defines and establishes the IPS domain and provides possible MUAI classifications based on implementability, territorial coverage, the degree of damage, and the speed and forms of propagation. The authors lay out current and prospective MUAI-based threats to IPS, such as the reorientation of commercial AI systems, the creation of 'deepfakes' and Fake People, the setting and amplification of a manipulative agenda, and the use of prognostic weapons. Factors are singled out that complicate the minimization of damage caused by terrorists to IPS from MUAI. To assess the possible impacts of AI-based terrorist attacks on IPS, the article discusses scenarios of possible terrorist attacks and their consequences, and recommends preventive measures. This study confirms that MUAI elevates threats to IPS to a qualitatively new level, which requires an adequate assessment and reaction from society. The comprehension of new threats-the number of which will only grow-lags behind the fast-changing realities of the modern world. With the goal of harming society, asocial actors, including terrorist organizations, can use AI systems that are rapidly spreading and becoming less expensive. Interdisciplinary research projects are needed in order to find out how the use of AI can strengthen "traditional" levers of influence on the public consciousness and counter MUAI.
The academic community cannot ignore the growing opportunities offered by artificial intelligence. Especially relevant are developments in this ares against the background of growing challenges and threats arising from the use of the digital environment by actors of psychological warfare -by strategists and tactics of "color revolutions' as well as terrorist and criminal groups.The main objective of the paper is to develop efective instruments to counter the destructive psychological impact on the individual, society, and the state. As a tool in such psychological warfare, the authors see the use of hybrid intellectual systems for decision support bazed on fuzzy cognitive maps, the method of hierarchies, and artificial neural networks. The authors also state for the creation of the mathematical models of decision support in psychological warfare and discuss the need for training based on data mining, obtained from the Internet, using deep learning networks.
The article seeks to explore the role and the channels of Russia's information presence in the Balkans. Focusing first of all on the activity of the Russian media in the region, it also describes the activity of Russian public diplomacy institutions, foundations, public organizations, scientific associations, etc., which have developed a collaboration with civil society institutions of the Balkan countries in the interest of bilateral and multilateral cooperation. When implementing strategic communication, the main attribution is the "synchronization of words" (information support of the state course) and "deeds" (long-term public policy) and how they will be perceived by target audiences. Thus, the very actions of the Russian state and its various representatives (both officials and a wide range of non-state actors), undertaken both in Russia and the Balkans, constantly project certain meanings into the minds of the audience. The most significant will be projections of real cases that objectively benefit both Russia and the Balkan countries themselves, for example, the creation of high-tech jobs and assistance in crisis situations. Not only are new crises dangerous for Russia, but it is important for Russia not to lose the opportunities to strengthen relations with the Balkan countries and with all other countries that do not want to see Europe and the Balkans as only a chessboard of the great powers, or even worse the possible battlefield of a WW3.
The article examines the current state and development trends of BRICS strategic communication. Proceeding from the understanding of strategic communication as projection by a state or an interstate entity of long-term RUSSIA IN GLOBAL AFFAIRS 64 BRICS Strategic Communication: The Present and the Future values, interests, and goals into the minds of audiences by synchronizing activities in all spheres of public life, the authors analyze the main content of BRICS strategic communication and assess its prospects amid the changing world order. The study, conducted from September 2020 to April 2021 on the basis of open sources, made it possible to define the conceptual basis of BRICS strategic communication; specify the factors underlying the formation of BRICS strategic communication engendered by the very nature of cooperation between its member-states; and identify the main problems and trends in the development of BRICS strategic communication.The authors conclude that one of the main messages BRICS is sending to the world through its strategic communication is economic alternativeness, which allows developing nations and countries under pressure from Western political, financial, and economic institutions to remain engaged in global economic processes.
