While the world is changing rapidly in the shadow of technological developments, the wonderful combination of the internet and artificial intelligence makes the boundless lines of the new world more invisible with each passing day. With its limitless and eclectic structure, the new media understanding created by this new world with blurred borders serves as a huge agora where every individual can easily access and at the same time be a source of information. The fact that this world, in which a new reality, or in other words, surrealism, has emerged, provides the opportunity to reach the story at first hand, as well as the fact that the story can be transmitted directly to the senses of individuals, whether it is real or not, taking it to a completely different dimension, separating it from the truths of the physical world, or seeing it as if it were. It makes it possible to feel like This extremely powerful and lively communication undoubtedly includes countless dangers and manipulative scenarios, in addition to all the benefits it provides. Therefore, monitoring the process of events in the new media and all kinds of innovations is considered important and valuable in terms of developing predictions for positive or negative possible returns. With this book, it is aimed to define the facts and problems in many subjects, from the effect of the new media on politics to the new application forms of abuse, from the disinformation produced in health communication and social structure to the use of advertising in the field of e-sports that entered our lives with this new world, and to provide original and strong contributions to the field with possible solutions. . For almost two decades, Sub-Saharan African countries have been making significant efforts to ensure the rapid development of industries related to information and communication technology (ICTs) in the region. At present, all leading nations are placing greater emphasis on the development of hybrid intelligent systems capable of solving extremely complicated tasks. This includes Sub-Saharan African countries, which consider the development of advanced technologies to be an effective instrument for ensuring sustainable social and economic growth and solving a great number of the continent’s problems. It has become evident, however, that all technological novelties that should simplify our lives can be used for malicious purposes. The present study examines existing practices and risks of malicious use of artificial intelligence (MUAI) in Sub-Saharan African countries. At the end of the study, the author comes to the conclusion that the problem of ensuring information, psychological, and cybersecurity is common to all African countries, which creates a serious obstacle for their further sustainable social and economic development. Over the past decade, Sub-Saharan Africa has made significant efforts to elaborate a joint vision for counteracting cybercrimes and the malicious use of advanced technologies. But all the attempts to establish effective supranational instruments that would regulate the fight against cyberattacks at the Pan-African level and take into account the interests of the vast majority of African countries in this area have failed. This demonstrates the presence of serious contradictions among African countries, which, taken together, prevent the establishment of mutually beneficial cooperation even in such an important field as cybersecurity. However, until such cooperation is established, it seems unlikely that African countries will even come close to solving this problem, which means that their information space will continue to be subjected to large-scale cyber-attacks that pose a serious threat not only to the security of individuals, but also to national and Pan-African security.

The purpose of this article is to identify the risks, threats, and challenges associated with possible social changes in the processes of digitalization of society and transformations of traditional communication practices, which is associated with the emergence of new digital subjects of mass public communication that form the pseudo structure of digital interaction of people. The primary tasks of the work were to identify the potential of artificial intelligence technologies and neural networks in the field of social and political communications, as well as to analyze the features of “smart” communications in terms of their subjectness. As a methodological optics, the work used the method of discourse analysis of scientific research devoted to the implementation and application of artificial intelligence technologies and self-learning neural networks in the processes of social and political digitalization, as well as the method of critical analysis of current communication practices in the socio-political sphere. At the same time, when analyzing the current digitalization practices, the case study method was used. The authors substantiate the thesis that introducing technological solutions based on artificial intelligence algorithms and self-learning neural networks into contemporary processes of socio-political communication creates the potential for a wide range of challenges, threats, and risks, the key of which is the problem of identifying the actual subjects of digital communication acts. The article also discusses the problem of increasing the manipulative potential of “smart” communications, for which the authors used the concepts of cyber simulacrum and information capsule developed by them. The paper shows that artificial intelligence and self-learning neural network algorithms, being increasingly widely introduced into the current practice of contemporary digital communications, form a high potential for information and communication impact on the mass consciousness from technological solutions that no longer require control by operators – humans. As a result, conditions arise to form a hybrid socio-technical reality – a communication reality of a new type with mixed subjectness. The paper also concludes that in the current practices of social interactions in the digital space, a person faces a new phenomenon – interfaceization, within which self-communication stimulates the universalization and standardization of digital behavior, creating, disseminating, strengthening, and imposing special digital rituals. In the article, the authors suggest that digital rituals blur the line between the activity of digital avatars based on artificial intelligence and the activity of actual people, resulting in the potential for a person to lose his own subjectness in the digital communications space.
