Pensar los territorios del desarrollo: sustentabilidad y acción pública en nombre de una ciudad imaginaria. Concepción (Chile), 1950-2010Enrique Aliste Alain Musset. École des Hautes Études en Sciences Sociales, París, Francia. | La discusión sobre el desarrollo pensado desde la noción de territorio se plantea acá como desafío central. Así, se exploran elementos que van otorgándole paulatinamente sustento a la noción de ciudad, sobre la base de los diferentes discursos del desarrollo hoy vigentes. Desde esta idea, se intenta problematizar la concepción de territorio en el ámbito de la acción pública, y se indaga en la forma en que, desde las prácticas discursivas, se articulan las prácticas espaciales que crean nuevas formas de organización y valoración espacial. Se concluye, para abrir una parece poco acertado, en tanto esta es más un proceso y una dinámica permanente que un ente estático, el cual geo-históricamente muestra tendencias y formas que adquieren sentido en el tiempo; y que, por lo mismo, se vuelve necesario mirar la ciudad en una perspectiva más amplia. Lo anterior se explora y analiza en el caso del Área Metropolitana de Concepción ( ).  

El presente artículo expone una serie de impactos o procesos de cambio que han surgido en la nueva relación cultura-naturaleza en Patagonia-Aysén. Planteamos que la (nueva) Naturaleza no existe en sí misma sino como proyección valórica e identitaria de procesos socio-temporales que reflejan consensos significantes. Formulamos que la nueva retórica geográfica que expresa socialmente a Patagonia-Aysén desde 1990 representa una re-apropiación de la Naturaleza y una nueva matriz interpretativa en torno a ella. Esta matriz no es ajena a lógicas de poder y al desarrollo de mecanismos capitalistas que ven en esta "nueva" Naturaleza enverdecida una oportunidad para negocios específicos, un soporte de producción capitalista que denominaremos aquí como eco-extractivista y, en consecuencia, un nuevo tipo de colonialismo.

There are two barriers to accomplishing restoration of ecosystems: insufficient information about historical baselines to guide restoration, and shifts between the actual baselines and perceptions about historical conditions. These two conditions generate a phenomenon called shifting baseline syndrome (SBS). Our study systematically reviewed and quantitatively analyzed the SBS studies. There is an increase and subsequent stabilization in the number of publications, 32% of scientific articles added new information and 5% of them delivered biological and social information required to demonstrate the SBS presence. Meta-analysis conducted showed an inconsistency between biological and social data. The inclusion of a greater amount of species in the biological data compared to social data produced the inconsistency. There must be an improvement in reporting both biological and social information to assess SBS. The integration of both sources of information would also enhance the success of restoration projects. The consideration of perceptions about resource users are also in accordance with global agreements about sustainable use of natural resources and ecological restoration.

El interés por el espacio ha sido un asunto central y clásico en el ámbito de los estudios en geografía, organizando su saber desde ópticas diversas en relación con la investigación social. Así, ha postulado por una parte un vínculo directo con las ciencias naturales y, por otra parte, ha desarrollado caminos de carácter más humanista que la han comprendido como una ciencia social. En este contexto, durante el siglo XX el factor tiempo ha aparecido como un elemento clave para proyectar una geografía cuya racionalidad se asocie estrechamente con otras ramas de las ciencias sociales y humanas, como la antropología, la sociología, la historia y la filosofía. De esta forma, las fronteras del discurso geográfico se han abierto a nuevas comprensiones de la espacialidad y entre ellas emerge la necesidad de trabajar el espacio desde su contextualidad temporal que define su sentido y significado sociocultural, yendo más allá de la disciplina geográfica propiamente tal. De esta forma, una "hermenéutica geográfica", así como la textualidad del espacio, se proyectan como un enlace y propuesta al momento de pensar la geografía actual y sus diferentes desafíos en el campo de las ciencias sociales y humanas más imbricadas entre sí y recogiendo el desafío de nuevos conocimientos asociados a la contingencia y temas futuros.Palabras claves: tiempo-espacio, hermenéutica del territorio, racionalidad, conocimiento espacial.The interest in space has been a central and classic issue in studies in geography, which have organized their knowledge from different perspectives in relation to social research. Thus, on the one hand it has postulated a direct link with the natural sciences and, on the other hand, it has developed more humanistic approaches that have understood it as a social science. In this context, during the twentieth century, the issue of time has emerged as a key element for a geography whose rationality is closely associated with other branches of the human and social sciences, such as anthropology, sociology, history and philosophy. Thus, the boundaries of geographic discourse are open to new understandings of spatiality and, among them, the need emerges to deal with space from its temporal context that defines its temporal and socio-cultural significance, going beyond the discipline of geography as such. In this way, geographical hermeneutics, as well as space textuality, is projected as a link and a proposal when thinking about current geography and its various challenges in the field of social sciences and humanities, and taking up the challenge of new knowledge associated with contingency and future issues.

Desde un enfoque cualitativo, el presente artículo aborda algunos de los elementos que permiten tematizar el problema socioambiental desde su propia complejidad, considerando para ello el punto de vista de distintos actores que forman parte de esta discusión en el contexto chileno, y dando especial énfasis a las controversias que se generan en torno a los términos de “desarrollo” y “sustentabilidad”. En primer lugar, son abordados los elementos –teóricos y empíricos– que permiten tematizar la complejidad del problema socioambiental. En segundo lugar, se discuten las diferentes definiciones dadas al “desarrollo” y su vínculo con el origen del problema. En tercer lugar, se dan a conocer las opciones que los actores proponen para avanzar hacia la sustentabilidad. El artículo cierra con reflexiones finales orientadas a las múltiples perspectivas sobre este tema.

Landscapes are shaped over time by the changing imaginaries that result from new representations of nature and the value associated with it. This paper discusses the evolving discourses which have shaped the perception of the landscape in two socially and ecologically significant contexts in Chile. The first is the central-southern region of the country, a large portion of which is now devoted to commercial forestry plantations. The second is the Patagonia-Aysén region, where since the 1990s, colonization of a land defined by a tradition of livestock rearing has evolved into a process epitomized by the slogan “Aysén, Life Reserve.” The representation that was made of central-southern Chile in the 50' and 60' as a deforested and degraded land was the justification for promoting a new form of land occupation: the monoculture forest, designed and executed by a specific law. Forty years on from the passing of this law, the plantations of central-southern Chile have undergone a process of naturalization. In this case, the exaltation of nature has been permanent (before and after the changes doing by this law). The only thing that changes is the definition of nature, which ended up including forest plantations. That is, discourses influence perceptions and these lead to new practices in the study area and beyond. In Patagonia-Aysén, by the other side, there has been a marked shift in the rhetoric surrounding land. This has been particularly noticeable in the case of government bodies and private ecotourism companies, which have constructed an imaginary in line with a new model of economic development for the area. In a break with tradition, both the public and private sectors are beginning to shift their investment away from agricultural and livestock exploitation and toward ecotourism and conservation projects. In both cases, we analyse the manner in which transformations in perceptions and representations of landscape bring about new forms of land use, and how new focuses of value and social interest, forged within wider environmental discourses, have brought with them unexpected social consequences, like depopulation, economic transformations, cultural changes, etc. Thus, the aim of this work is to expose and discuss the reality and scope of new green discourses and their influence on the perception of natural landscapes in the Chilean neoliberal context.
