This article presents results from a research on the quality of Early Childhood Education in Brazil that was conducted in a collaborative effort between Fundação Carlos Chagas, the Ministry of Educations and the EARLY CHILDHOOD EDUCATION -DAY NURSERIES -PREPRIMARY EDUCATION -QUALITATIVE EVALUATIONTowards the end of the twentieth century there had been major changes in education for the under-sevens in Brazil, both as to the expansion of the number of children attending school and as to the legal and institutional framework. There had been increased access to crèches and pre-school institutions for the under-sevens ever since the 1970s, driven both by social processes -urbanization, economic growth, social struggles, changes in women's role in society -and by public policies in the fields of education, social welfare, health and labor.New legal frameworks brought in by the Federal Constitution of 1988 reinforced and legitimized these processes. Municipalities were given the responsibility of providing this education with priority, which accelerated a trend that had been taking shape in the previous period.In turn, the new legislation showed that there were changes that needed to be encouraged and demanded of the educational systems, such as the need for higher education courses to train teachers for early childhood education, just as was demanded for primary school teachers.However, the major change brought in by the new legislation was undoubtedly the inclusion of crèches within the education sector, since early childhood education was now defined as the first stage of basic education, encompassing crèches for the 0-3 year-old age group, and pre-school for the 4 to 6-year-olds.Although it was not made mandatory, childhood education was defined as a right enjoyed by children and families, and the State was obliged to provide it in accordance with 3 demand. Municipal governments were thus under pressure, even from the judicial system, to increase the number of places for early childhood education. Access to educational institutions has grown steadily and significantly since 1998. According to the Applied Economic Research Institute (Instituto de Pesquisa EconômicaAplicada -IPEA, 2009), using data from the National Household Sampling Survey (Pesquisa Domiciliar por Amostra de Domicílio -PNAD), the rate of children attending crèches doubled from 1998 to 2008, reaching 18%, and pre school attendance among four to six-yearolds rose 40%, to 80%, including children enrolled in primary school. However, as the same report points out, this access to schooling is unequally shared among the population. 4The Mid-West, South and South-East regions of Brazil have a higher growth rate, among 0 to 3 year-olds, than the other regions, and virtually doubled their rates of attendance.All regions grew significantly in the 4 to 6-year-old age bracket.There is still a huge gap between urban and rural areas in early childhood education coverage, above all in the case of crèches, with no more than 7.2% coverage in rural areas.G...

RESUMO -O envolvimento de pais com a educação das crianças, hoje no Brasil, é muito pouco investigado, seja na educação infantil ou nos outros níveis de educação. No entanto a literatura estrangeira nos aponta vários caminhos dependendo do foco da pesquisa. Neste estudo, a literatura usada foi a tipologia de Epstein (in Brandt, 1989), as esferas sobrepostas (Epstein, 1987), ambas baseadas na teoria ecológica de Bronfenbrenner (1979Bronfenbrenner ( , 1996, e o modelo das pirâmides invertidas de Hornby (1990). O objetivo deste estudo consistiu em identificar os aspectos da relação entre a creche e os pais no que se refere à comunicação, expectativas e dificuldades de relacionamento, contribuições e as estratégias utilizadas para o envolvimento dentro da perspectiva dos pais, professoras e atendentes. Este estudo usa dados qualitativos coletados em entrevistas (questionário semi-estruturado) com 33 pais de crianças de 0 a 6 anos, 7 professores e 8 atendentes de uma creche de iniciativa voluntária. Os resultados, depois de análise feita através de categorias, mostram que a comunicação existente impossibilita a proximidade e trocas de informações. A atitude da creche para os pais é calcada numa postura de oferecimento da assistência à criança e a atitude dos pais na receptividade limitada calcada numa postura de favorecimento por estes serviços. O desconhecimento sobre as possibilidades de envolvimento exclui os pais, e delega à creche o poder de decisão sem a participação ativa da família.Palavras-chave: creche; envolvimento de pais; comunicação; parceria; assistencialismo. Parent Involvement in a Childcare Centre: Possibilities and Difficulties for PartnershipABSTRACT -Parental involvement in Brazilian early childhood centers and schools have been overlooked in both psychology and education literature. However, internationally, the topic has been greatly investigated and the literature has helped schools and researchers to develop projects both to help parental involvement practices as well as research. This study and instruments were mainly based on the overlapping spheres (Epstein, 1987) and Hornby´s (1990) pyramids model, and Epstein´s typology respectively. Epstein's work has been based on Bronfenbrenner's ecological theory. The objective of the study was to identify meaningful aspects of the relationship between the childcare center and parents (difficulties and expectations); communication; and parent involvement strategies within the parents and classroom staff perspective. The study uses qualitative data from interviews with 33 parents, 7 teachers and 8 childcare workers in a voluntary childcare centre. Results, after data categorization, indicated that the existing communication strategies between childcare centre and parents prevent them from exchanging information and have close relationship. RESUMOEste estudo usa dados qualitativos coletados em entrevistas com um grupo de 21 pais de crianças de 4º série do 1º grau, em oito escolas estaduais de Belo Horizonte, Minas Gerais. O objetivo foi o de pesquisar sua opinião sobre seu envolvimento com a escola primária e com aspectos educacionais. Os dados foram coletados utilizando a tipologia criada por Epstein (in Brandt, 1989), na qual foram resumidas em cinco categorias as várias maneiras de envolver os pais com a escola. Esta tipologia tem sido usada em várias pesquisas, em diferentes países e sua validade já se encontra testada cientificamente. É também usada a teoria das esferas sobrepostas (Epstein, 1987). Os resultados mostram o surgimento de um modelo diferente do de Epstein, que pode ser resumido em três categorias: ajuda, comunicação e envolvimento. A nossa definição de pais inclui mães, pais, e todos os outros responsáveis pela guarda legal da criança, mas isso não implica a participação de pais neste estudo, pois nele prevaleceram mães que costumam ser mais presentes na escola, tanto no Brasil como em outros países. RELAÇÕES ESCOLA-FAMÍLIA ESCOLAS RELAÇÕES PAIS-ALUNOS ABSTRACT THE SCHOOL-PARENT RELATIONSHIP A COLLABORATION AND EXCHANGE MODEL. This study uses data from 21 fourth grade parents in 8 Brazilian state pre-and primary schools in Belo Horizonte MG, Brazil, to examine their views about parental involvement and others issues related to their children s school education. The data has been collected through using Epstein s typology (in Brandt, 1989). This typology has already been validated in the past and it was created to summarise many of the kinds of parental involvement practices that any level of school education from nursery years to secondary level may develop. A different pattern of the parents and the schools relationship emerged from the parents data analysis if put in contrast with Epstein s parental involvement typology (1987). The pattern can be unfolded in three variations described as help, involvement and communication. A semi-structured questionnaire was used to conduct the interview with the parents. This article does not intend to analyse the present situation of the contemporary family but we acknowledge the fact that there are different family structures in our modern world and that they may influence parental involvement results.

RESUMOPreparar o ambiente de sala para crianças entre quatro e 36 meses tem sido um desafio para a educação infantil -EI. A despeito do fato de crianças pequenas serem tradicionalmente educadas no seio da família, o número de pais que procuram escolas de educação infantil vem crescendo rapidamente. Por isso, estudar as possibilidades da sala e da instituição para estas crianças constitui, hoje, um importante tema de investigação. Diversas áreas de conhecimento discutem o impacto do ambiente no comportamento e no desenvolvimento das crianças pequenas, como também nas interações e ações dos envolvidos no processo educativo. Avaliar a qualidade do ambiente para essas crianças é, portanto, primordial. Na pesquisa, avaliamos todas as creches de um município de Santa Catarina -um total de doze salas -utilizando a escala Iters-R, traduzida e testada para o português. Os itens Atividades e Cuidado Pessoal tiveram os escores médios mais baixos em todas as instituições; Interação e Pais e equipe, os escores médios mais altos. Quanto às turmas, as de três anos foram as que apresentaram os piores resultados. A utilização desse instrumento desencadeia discussões produtivas sobre a qualidade do ambiente para crianças pequenas. Key-words: school psychology; scope of action; school.Temos assistido ultimamente e repetidas vezes na televisão como "headline", a violência nas escolas. É importante notar que este não é um problema tipicamente brasileiro como muitos de nós poderíamos pensar ou apressar para concluir. Ao contrário, escolas de países desenvolvidos e que portanto poderíamos pensar que não têm os problemas sociais que nós tão visivelmente temos, tem apresentado um quadro extremamente complexo, preocupante e semelhante ao nosso. O problema parece ultrapassar dimensões econômico-sociais.De imediato, o que vem à mente ao ouvirmos tal notícia passa por aspectos como insegurança e total despreparo em decorrência da pressão que nossas famílias têm vivido pela crise mundial do desemprego. As especulações sobre os ocorridos apontam para o armamento de crianças, jovens e jovens adultos. Estamos assistindo a isso diariamente: as crianças estão tendo fácil acesso a instrumentos de ataque, e como se isso não bastasse, às armas de fogo. Dizem os próprios portadores, que estas são utilizadas como instrumentos de proteção e defesa. Ora, o que está nos faltando? Ou melhor, o que está levando nossas crianças a concluir que agora precisam deste tipo de ação para se protegerem física, social, moral e psicologicamente? E ainda, protegê-los assim nas escolas?As teorias psicológicas que temos, hoje em dia, a nossa disposição nos dão indicações sobre como formar cidadãos ativos e produtivos para o futuro equilibrado de nossas sociedades. Teóricos como Piaget e Vygotsky, apontam-nos para a capacidade de aprendizagem da criança e situações propícias para o desenvolvimento integral da mesma, no sentido de dar a devida oportunidade para que suas habilidades sejam consideradas em todas as etapas de seu crescimento.
