Resumo: Esta pesquisa se propõe a compreender se e como o governo do Estado de Goiás trabalha para tornar a gestão pública mais transparente, através da divulgação eletrônica de suas ações, a partir da lei complementar 131/2009. O objeto desse estudo é o Portal Transparência Goiás e os canais e fluxos de informações que o alimentam. É um estudo exploratório com metodologia qualitativa. A pesquisa identificou falhas no processo de divulgação das informações e constatou que a transparência ainda tem sido tratada como uma questão menor pela gestão pública, ainda que tenham havido êxitos no processo. IntroduçãoA reforma administrativa na década de 1990 redefiniu o papel do Estado brasileiro, que deixou de ser o responsável direto pelo desenvolvimento econômico e social via produção de bens e serviços, para se adequar a uma nova função de Estado gerencial. E, conforme Bresser Pereira (2001), ultrapassando esse caráter regulador, sendo também e, ao mesmo tempo, democrá-tico e eficiente.Nesse Estado gerencial e democrático, a questão da transparência passa a ter destaque como um fator de inibição da corrupção e consolidação democrática. Nesse sentido, "a transparência do Estado se efetiva por meio do acesso do cidadão à informação governamental, o que torna mais democrática a relação entre o Estado e a sociedade civil" (BRESSER-PEREIRA, 2004, p. 23).Cada vez mais, a população tem cobrado uma postura ética e transparente dos negócios públicos. Nesse novo ambiente democrático, o controle social das ações governamentais, para além do voto, pode ser feito por meio de: controle parlamentar; controle de procedimentos no interior da burocracia e controle social. Nessa direção, o legislativo brasileiro tomou a primeira grande iniciativa de controlar o gasto público e expô-lo aos cidadãos. IntroduçãoAs principais funções desempenhadas pelos partidos políticos nos governos democráticos são mobilizar e integrar eleitores, estruturar a competição política na arena eleitoral, além, é claro, da atividade governativa. A política partidária se constitui em pedra angular para a formação e a atuação dos governos democráticos. Uma das facetas desse fenômeno político é a vasta produção acadêmica que analisa a relação entre partidos e eleitores. Nos anos mais recentes, grande parte desses estudos tem se dedicado a investigar o arrefecimento dos vínculos entre eleitores e partidos, seus desdobramentos e impactos sobre os regimes democráticos. Os efeitos desse afastamento entre partidos e eleitores têm apresentado várias facetas como o desalinhamento partidário, o partidarismo negativo e um antipartidarismo mais extremo.O antipartidarismo é um fenômeno multifacetado, que pode decorrer da crença do eleitor de que a sua maneira de pensar não é representada por nenhum partido existente, de uma indiferença ou ainda do desencanto deste em relação à política e, em consequência, uma rejeição generalizada e radical aos partidos enquanto organização política. Ainda com a preocupação de compreender posicionamentos de rejeição aos partidos, estudos têm destacado uma rejeição específica a determinados partidos políticos, designado por alguns autores como identidade partidária negativa. Neste artigo, pretendemos analisar essa última dimensão, vinculada ao tema em tela, no que diz respeito ao Partido dos Trabalhadores (PT).Muitas análises já foram feitas sobre o PT e o petismo em suas diversas dimensões, inclusive sobre o fato de ele ser a legenda que, tradicionalmente, apresenta os maiores percentuais de preferência partidária. Propomos um caminho inverso:investigar o antipetismo, compreendido como a rejeição a esse partido de forma específica. Este artigo pretende contribuir para o debate sobre o papel dos partidos na escolha eleitoral no Brasil e tem como objetivo central verificar como a preferência partidária, operacionalizada em termos de uma escala de apreço pelos partidos individualmente, se relaciona com variáveis socioeconômicas e com a decisão do voto. Os resultados indicam que a renda familiar não explica as preferências dos eleitores pelos partidos, que, por sua vez, também não explicam o voto para deputado federal, sugerindo uma confirmação das hipóteses presentes na literatura a respeito do declínio da identificação partidária e da fraqueza dos laços sociais dos partidos com o eleitorado.
This article aims to contribute to the debate on the role of parties on the electoral choice in Brazil and intends to verify how party preference - which is measured through a scale of levels of preference -relates to socio-economic variables and with the decision of vote. The results indicate that the income does not explain the preferences of voters regarding parties, which in turn, also does not explain the vote for federal deputy. This seems to suggest that the literature regarding the decline of partisan identification and the weakness of the social links among parties and voters is correct
