Este artigo busca argumentar que durante a administração de João Teodoro Xavier de Matos a frente da então Província de São Paulo (1872 -1875) é um marco de uma prática político-administrativa relacionada com o desenvolvimento do pensamento urbanístico moderno paulista, cujo seu amadurecimento acontecerá nas primeiras décadas do século XX. Defende que, havia tanto a presença do ideário Europeu como norte-americana no debate teórico, bem como a produção da cidade como mercadoria, contribuiu com a dinâmica moderna de construir e operar sobre a cidade. Em ambos os casos, a então forma da capital paulista foi o resultado de um esforço de planejamento, por um lado, e por outro, do urbanismo como uma disciplina apoiada em um conjunto de conhecimentos que circulavam intensamente, gerando um fluxo -refluxo de ideias, experiências e ações que, ao aportarem em cada lugar, adquiriam especificidades. Neste contexto, a forma da cidade de São Paulo foi forjada ao longo de um processo de transferências, adaptações, transformações e inovações do ideário urbano internacional. Ao se configurar, revelou a modernidade que nos caracteriza: um tanto incompleta e um tanto que disforme, mas a possível dada às condições de contorno postas pela e para a sociedade brasileira do período.
