O artigo em tela pretende abordar a guerra às drogas, debatendo os sustentáculos racistas desta guerra e a manutenção da hierarquia racial que ela provoca. Para isso, se deterá em duas dimensões da política proibicionista e belicista brasileira de combate às drogas, o genocídio e o encarceramento da população negra. Resumo: Este artigo toma as políticas de drogas como mirante de análise sobre a racionalidade governamental que incrementa respostas autoritárias à crise do capital. Esta resposta em período de neoliberalismo e de neoconservadorismo é seletiva e requisita apreender dois componentes do racismo estrutural − o racismo institucional e o religioso que se atualizam na política de drogas. A destituição da Presidenta Dilma Rousseff indicou uma crise geral de autoridade que fortaleceu a ascensão neopentecostal na organização das massas populares no Brasil a favor de um projeto necroeconômico e necropolítico abertamente antidemocrático. Com autores críticos, recupera-se a disputa materializada com o uso da força punitiva do Estado e com a atuação fundamentalista de segmentos neopentecostais. Apontamos que no interior do Estado neoliberal de cunho penal, o conservadorismo, racismo e ódio de classe recrudescem mecanismos de controle justificado pela guerra às drogas, incidindo sobre os corpos e qualquer vestígio de vida de negros e pobres.
Este ensayo es una reflexión sobre las formas en que la pandemia de Covid-19 ha re-editado y actualizado los viejos dispositivos del neoliberalismo y la gestión de la muerte en la escena brasileña. Partimos de la discusión sobre algunos imperativos y mensajes reiterados desde marzo de 2020 en los medios de comunicación que transmiten una falsa idea de libertad de elección en relación con la protección individual, mientras el Estado, reforzando la ideología neoliberal y produciendo sentimientos de fracaso, culpa, miedo, desprotege materialmente a gran parte de la población. Luego, articulamos nociones sobre neoliberalismo y desprotección social para pensar cómo se ha llevado a cabo la gestión de la muerte en el escenario de la pandemia. Finalmente, reflexionamos sobre las posibilidades o no de la insurgencia, fomentando la idea de que las redes de solidaridad que se han construido son, en realidad, solidaridad e identidad de clase a partir de lo que nos asemeja como humanos.
El capitalismo produce relaciones sociales engendradas por el racismo, el sexismo y el clasismo, que lo estructuran y retroalimentan. En Brasil, desde el proceso de transición de la esclavitud al trabajo libre, la población negra ha enfrentado innumerables formas de violencia perpetradas por el racismo, marcado por el sistema colonial y que toma nuevas configuraciones en el capitalismo y su estado neoliberal con carácter penal, impidiendo el acceso a políticas sociales y al trabajo. Esta lógica tiene en la política de drogas basada en la retórica de la guerra el principal mecanismo de aplicabilidad del juvenicídio. Es a partir de esta lectura que tejemos reflexiones sobre la realidad de los jóvenes negros, pobres y periféricos, considerándolos como un segmento social sobre el que recae una enorme carga de mecanismos opresores.
