No Brasil, licitações públicas devem garantir a transparência e a livre concorrência entre licitantes. No entanto, o monitoramento de irregularidades é complexo por envolver um enorme volume de dados e uma quantidade reduzida de especialistas. Nesse contexto, este trabalho propõe o uso de uma metodologia baseada em conceitos de trilhas de auditagem e redes sociais para criar alertas de fraude em licitações, de forma a auxiliar no combate à corrupção. A caracterização e a análise de uma rede social real, associada a um estudo de caso com uma possível licitação fraudulenta, revelam que a metodologia apresentada consegue identificar licitações suspeitas, em geral, identificadas por mais de uma trilha de auditagem.
Neste trabalho, é apresentado o LiPSet, um conjunto de dados com documentos rotulados de licitações públicas de Minas Gerais. Após uma visão geral do processo de coleta e rotulação manual, uma breve análise exploratória de dados é apresentada para resumir as principais características e contribuições do conjunto de dados proposto. Além disso, são discutidas potenciais aplicações e principais desafios que envolvem o uso do LiPSet.
Dados são cada vez mais utilizados como suporte à decisão em diferentes contextos. Para que essas decisões sejam confiáveis e precisas, é necessário garantir a qualidade dos dados. Nesse contexto, este trabalho apresenta um breve comparativo de oito ferramentas open-source de qualidade de dados, e justifica a escolha de uma delas para análise de um armazém de dados reais e volumosos formado por licitações públicas. Finalmente, nossas análises mostram que a ferramenta Great Expectations possui características relevantes para gerar bons indicadores de qualidade de dados, garantindo assim que os dados de licitações públicas possam auxiliar na tomada de decisões.
