Neste trabalho, é apresentado o LiPSet, um conjunto de dados com documentos rotulados de licitações públicas de Minas Gerais. Após uma visão geral do processo de coleta e rotulação manual, uma breve análise exploratória de dados é apresentada para resumir as principais características e contribuições do conjunto de dados proposto. Além disso, são discutidas potenciais aplicações e principais desafios que envolvem o uso do LiPSet.
Dados são cada vez mais utilizados como suporte à decisão em diferentes contextos. Para que essas decisões sejam confiáveis e precisas, é necessário garantir a qualidade dos dados. Nesse contexto, este trabalho apresenta um breve comparativo de oito ferramentas open-source de qualidade de dados, e justifica a escolha de uma delas para análise de um armazém de dados reais e volumosos formado por licitações públicas. Finalmente, nossas análises mostram que a ferramenta Great Expectations possui características relevantes para gerar bons indicadores de qualidade de dados, garantindo assim que os dados de licitações públicas possam auxiliar na tomada de decisões.
A detecção de fraudes é uma tarefa complexa nos diversos cenários. Este trabalho representa uma contribuição para essa tarefa ao propor uma abordagem para ranquear licitações públicas suspeitas de possuírem algum tipo de fraude. Para isso, foram elaboradas 19 trilhas de auditagem, que foram modeladas como uma rede social, e uma estratégia para considerar os alertas levantados por elas no ranqueamento. Os resultados revelam que a abordagem de ranqueamento foi capaz de identificar licitações suspeitas de fraude.
A análise de licitações públicas pode revelar características sobre a negociação entre empresas e o setor público. Infelizmente, essa análise também pode dar indícios de fraudes que envolvem as empresas. Este trabalho descreve duas abordagens que auxiliam na identificação de irregularidades em empresas de pequeno porte, a partir de dados extraídos de licitações públicas do Estado de Minas Gerais. Os resultados indicam que ambas as abordagens são capazes de identificar empresas de pequeno porte suspeitas de envolvimento em fraudes. Tais abordagens são importantes pois elas podem contribuir para aprimorar os mecanismos de controle e prevenção de fraudes no processo licitatório.
