[eng] Individual Wage Growth Is Hard to Forecast Over Ten Years . Is it possible to make a ten-year wage forecast for employees in secure jobs? From 1 982 to 1 992, wage trends were extremely diverse. Over one-third of those working in full-time permanent employment in 1982 were no longer in this position in 1 992. The groups most likely to leave full-time permanent employment are women and those with the lowest starting salary. . One-quarter of those who remained in full-time permanent employment took a drop in wages and one-tenth lost over 13%. Conversely, one-quarter saw their wages increase by over 30% and one-tenth gained over 50%. The most favourable trends were more at the bottom and the top of the 1 982 wage scale, concerning young people and executives. Despite these highly diverse trends, employee rankings in between changed little: one-third remained in the same decile, a little over one-third rose or fell by only one decile and just under one-third shifted by more than one decile. There was less mobility within the wage scale than in the 1970s. . Classic wage level determinants, either in terms of employee or employer company, can do little to explain wage growth. The simplest models can explain some 60% of wage level variance, but only 9% of wage growth variance. However,...
[eng] The Return on Pension Schemes: Comparing the Civil Service with the Private Sector.. Career path differences interact with specific corporate features to distinguish civil service pension schemes from private-sector pension schemes. Without a precise and indisputable definition of the contribution burden on civil servants, this comparison is based on an original indicator: the imputed contributions rate, which is the ratio of the discounted sum of benefits to contributions. This indicator is higher when a scheme is generous. For a discount rate of 2%, the imputed contributions rate is eight points higher in the civil service. . However, a comparison based on cross-sectional indicators such as the rate of replacement on settlement of pension rights shows that the two sectors are fairly similar. The deviation found is not due so much to a high level of pensions relative to wages paid in the civil service. It is rather due to a shorter working life and longer retirement, due in turn to starting work later, receiving a pension sooner and having a longer life expectancy. . Moreover, since older employees find it hard to stay on the labou...
